Since January 1, 2012 becomes effective GOST P 54593-2011 "Information technologies. Open source. General provisions". The adequate notice was posted on December 6, 2011 on the website of Rosstandart. GOST in 30 days after entry into force will be published, and within a year it will be possible to get acquainted with it free of charge.
The standard was developed by Sirius concern (belongs to Rostec (State Corporation) state corporation) and the innovation fund "Rosispytaniya", it is told on the website of Rosstandart. The general determinations of the terms relating to software open source are stated in the standard, it is the general document which is not limiting developers in any way, the CEO of Sirius Leonid Ukhlinov explained to Vedomosti[2].
Determinations of the free and proprietary software
Open Source (OS): the software distributed on the terms of the simple (non-exclusive) license which allow the user:
- use the computer program in any, the purposes which are not prohibited by the law;
- get access to source texts (codes) of the program both for the purpose of studying and adaptation, and for the purpose of processing of the computer program; distribute the program (free of charge or for a fee, at discretion);
- make changes to the computer program (to process) and distribute copies of the changed (processed) program taking into account possible requirements of inheritance of the license;
- in some cases to distribute the modified computer program the user on conditions, identical subjects on which the initial program is provided to him.
The proprietary (closed) software: the software distributed on the terms of the simple (non-exclusive) or exclusive license limiting use of the program and/or prohibiting to the user making changes in the computer program (processing) and/or distribution of changes (processed) program.
