2017: Sverdlovsk region moves from EDMS Documentum to the free software

The government of Sverdlovsk region is going to refuse EDMS based on the Documentum platform and to pass to a new system based on the open source (OS). Purchase of software and services for this purpose in June, 2017 was announced by the Ministry of Transport and Communications of Sverdlovsk region which is responsible for informatization of the region^[1]. Its starting price is 11.8 million rubles.

2014: Upgrade of a system

On June 9, 2014 the CORUS Consulting company announced the project of migration of an electronic document management system for the Government of Sverdlovsk region on the new version of the Documentum 6.7 platform.

The Ministry of Transport and Communications of Sverdlovsk region acted as the customer of works. Based on the tender the contractor of the project selects CORUS Consulting Group.

The term of implementation of works was four months.

During the project migration more than 1 million documents and 2 million instructions with preserving of all data was carried out. CORUS Consulting the application version developed new Mobile office on iPad with expansion of functionality.

The implemented project helped us to increase performance of the used system considerably: at the moment in an electronic document management system of executive bodies of Sverdlovsk region in processing at the same time there are about 180 thousand documents. Besides, time for registration and data processing, in particular, thanks to the Mobile Office application in which our employees can approve and edit far off documents was significantly reduced", - Sergey Frolov, the Deputy Minister of Transport and communications of Sverdlovsk region noted.

2011: Beginning of operation

Executing order of the governor Alexander Misharin, in 2011 the ministries and departments of Sverdlovsk region began transition to electronic document management - the stage of trial operation of a new system which already includes 15 executive authorities of Sverdlovsk region, reported on the website of the government of the region started. Among them - administration of the governor, department of the state order, the Ministry of Finance, the Ministry for State Property Management, the ministry of information technologies and communications, the Ministry of Trade, a power supply and services and management of archives.

For the first week of trial operation in a system more than 3.5 thousand documents were registered, at the same time the greatest number (about 2.5 thousand) is got by the staff of the Ministry for State Property Management of Sverdlovsk region.

The EMC Documentum platform became a basis of a system. A problem of a system - to automate interdepartmental legally significant electronic document management and to create uniform documentary space of public authorities of Sverdlovsk region, - the minister of information technologies and communication Bogdanovich Irina says. - System implementation brings work with documents to qualitatively new level - reduces time of their approval and signing. Besides, transition to electronic interaction will allow to increase performing discipline and to make work of government employees of more effective.

Electronic document management is entered by the government of Sverdlovsk region according to the actions plan of the regional target program "Information Society of Sverdlovsk Region" for 2011 - 2015.
