Igor Parfyonov was born on June 29, 1965 in Moscow.
In 1998 graduated from the Moscow Aviation Institute (MAI), and in 2008 – the Moscow international highest business school (MIRBIS), having received degree of the master of business administration (Executive MBA).
Got an education in the field of communication systems in the USA (Institute of Telecommunication preparation, New York – Los Angeles) and South Korea.
From 1988 to 1995 worked as the engineer in CB Soyuz and Rostelecom.
From 1995 to 2000 held executive position in Multiregional Transit Telecom (MTT).
Till fall of 2012 was the technical director in MegaFon. Igor Parfyonov held a position of the technical director since January, 2011, earlier for seven years headed Capital branch of the company.
