At the Omsk state university the project of creation of an electronic document management system is begun

At the Omsk state university of F.M. Dostoyevsky (OMGU) the project of creation of an electronic document management system based on the module "Management of Business Processes" of the PARUS 8 system is begun. Works are carried out by Prime company - the partner of "PARUS Corporation" in Omsk.

Need of such project is caused by the permanent increase in quantity of forms of the reporting growing at an external and internal document flow of university in which about 11,000 students and listeners on 500 educational programs are trained and number of employees exceeds 2000 people.

The information system will give an opportunity of improvement of organizational work by the permanent analysis and identification of "crisis points" of the movement of documents in divisions and services of the university. The project task – to integrate a common information space all structural units of the university (these are 14 faculties and 80 departments, 4 managements, 76 departments and 20 centers) taking into account their geographically-distributed structure: the university is located in 11 body which is in three administrative districts of the city.

Let's note that implementation of the module "UDP" is considered not only as the solution of a problem of workflow automation, but also as a basis for creation of a full-fledged management system for business processes. Implementation of this approach will allow to increase efficiency of acceptance of management decisions and in general to optimize a management system for university for the account:

  • establishing the uninterrupted movement of information flows on vertical and horizontal levels, significant cost reduction of working time on approval of documents;
  • timely authority delegation, identification of duplication of functions and instructions;
  • increases in responsibility of officials and contractors and their effective interaction, ensuring timeliness of execution of tasks and instructions;
  • increases in transparency of accounting management processes in divisions of university.

It is going to put a system into operation step by step during 2012: in March – to begin work of a resource at the level of management of university (the rector, vice rectors and the departments providing life activity of university: the office, economical department, personnel department, etc.), in September to expand a system to the level of faculties, and by the end of the year to connect all departments. By calculations, the total quantity of users of a system at the same time will exceed 350 people - it is heads of divisions, specialists, assistants to heads and other employees who are contractors in points of routes of approval and the approval of managerial documents. Today 100 jobs are purchased, within a year it is planned to purchase 250 more.

When choosing a system were considered the majority known to EDMS. PARUS existence in a product line of the instrument of visualization and data analysis – "Multidimensional analytical reports" (OLAP) who will be used for online analytical processing of data became an important argument for benefit of software; and such development tool as "The designer of industry expansions" who will allow to consider all features of organization at informatization.

Besides deep integration of the module into the software products which are already used in OMGU PARUS for management of financial and economic activity (Accounting, "Payroll", "The personnel and the staff list") gives additional opportunities during creation of a complex IT environment of university and quality improvement of IT support of management.
