In JSC Meditsina the implementation project of an end-to-end system of management of finance of the enterprise is complete

The FORS company started development and start in commercial operation of a system for solving of tasks of budget planning, operating control of cash flow and the management reporting in JSC Meditsina.

Solution

As the platform technologies and business applications of Oracle, including Oracle Database, Oracle Business Intelligence Suite and Oracle Hyperion Planning are used.

Within problems of development of the software platform providing processes of financial accounting and preparation of the reporting of clinic it is decided to perform the project of integration of the existing information sources and creation of a single system of the management reporting based on the data warehouse, budgeting systems and management of payments. The FORS company developed the complete specialized solution considering specifics of work of medical institutions and consisting of several functional subsystems for implementation of these tasks.

Details

Core of a system is the analytical data storage constructed on Oracle Database 11g. Four external diverse information systems are data sources: medical, accounting, personnel management system and payroll and management system for inventory items.

The data consolidated thus are used by the following components of integrated solution:

1. A subsystem of financial planning on the basis of the industrial solution for the integrated business planning, budgeting and forecasting of Oracle Hyperion Planning. The carried-out works included formation of accounting financial policy, formalization of rules, design, actually automation, preparation of documentation and training.

2. A subsystem of control of payments on the basis of the standard solution of FORS which is set up and adapted according to specific requirements of the customer.

3. A subsystem of the management reporting implemented on the basis of classical approach to implementation of data warehouses using the Oracle BI tools. All data sources were for this purpose analyzed, structures of storage and a semantic model of Oracle BI are designed.

Difficulties

The main difficulty of the project consisted in need of creation of uniform methodological base of budgeting, creation of several additional analytical cuts and integration of separate data.

Consolidation of data accounting, medical and other information systems allowed to solve problems of ensuring control of cash flow by the centers of finance costs, the analysis of distribution of revenue by different budget items and also calculation of planned and actual profitability.

Terms

The project started in January, 2011 and was complete in 6 months. From July to October, 2011 a system was in trial operation.

Results

During the project more than 10 data domains, 5 dashboards and 15 analytical reports are created; 4 separate data sources using as Firebird technology DBMS are integrated Sybase and 1C.

Opinion

The chief financial officer of JSC Meditsina Vadim Vishnyakov notes: "Creation from the separate systems sources of the uniform data warehouse on the basis of which the necessary management reporting can be under construction was the main project deliverable. The project allowed to bring the system of financial planning and budget management to new level - we received the reliable and convenient tool for the analysis and control of a financial status of clinic in which the consolidated data from all information systems existing currently are used. Implementation of such system will allow us to increase quality of management of finance that, in turn, will help to realize plans for further development of clinic".
