"Forecast" developed the Open Budget portal for Moscow

Since the end of 2011 in Moscow the directory portal "Open Budget" – http://budget.mos.ru developed by the Russian company "Prognoz" successfully works. The portal provides to citizens data access about current expenses and income of Moscow in real time, allows to get acquainted with analytics according to all city programs covering 90% of the Moscow budget and to leave the offers on rational expenditure of means. Also on the portal there is an opportunity to compare indicators of development of the Russian capital to indicators on the largest cities of the world.

The solution of Forecast for automated management of city finance for the Moscow Department of Finance is the cornerstone of the portal. The relevance, reliability and completeness of data on budget processes of the capital is provided to these. All information is presented in the convenient and evident form (tables, infographics), and special financial terms are explained in the glossary. Thus, work with the portal is useful and informative for visitors with any level of training.

The Open Budget portal was highly appreciated by the Mayor of Moscow Sergey Sobyanin. The project presentation within "Week of the Russian Internet of 2011" was held by the Minister of the Moscow Government Yermolaev Artem and the First Deputy Head of Department of finance of Moscow Valery Sidorenko. "A system is completely automated, and in case of any changes in programs of development of the city, they will automatically be displayed on the portal", – Artem Yermolaev explained. According to him, the portal purpose – to show not only how many means will be spent, but on as with what effect.

In the fall of 2012 Forecast is recognized by the winner of an open competition of the Moscow Department of Information Technology on execution of works on development of the automated control system for city finance (ACSCF).

Within the project expansion of systems capabilities on support of problems of planning, the analysis and control of budget implementation of the capital will be provided. In particular, the convenient tool will be provided to users for maintaining state programs, modeling and forecasting of budget revenues. One of the central project tasks – ensuring openness of budget data on the Open Budget portal (budjet.mos.ru) which is a part of the operating ASUGF system. On it up-to-date information about the current structure of the budget, its income and expenses, dynamics of a public debt and also comparative figures of Moscow and other capitals of the world is provided.

Development of a system will provide increase in transparency of urban policy, efficiency of interaction of executive authorities at solving of tasks of management of public finance.
