Software and hardware complex for the Situational Analytical Center (SAC) Ministry of Energy

The consortium of integrators of CORUS Consulting Group and Technoserv creates a software and hardware complex for the Situational Analytical Center (SAC) Ministry of Energy. A project objective is automation and increase in efficiency of monitoring and processing of all types of information about a status of objects of energy industry of the Russian Federation and also documentary ensuring operational and analytical activity of the Center.

Tasks of SATs Ministry of Energy created in 2010 is information and analytical providing the Ministry of Energy of the Russian Federation on monitoring of functioning of objects of energy industry, forecasting, warning and liquidation of special emergency and emergency situations and also ensuring decision making at accomplishment of assigned tasks. For their solution SATs Ministry of Energy collects, processes and analyzes the large volume of the structured and unformalized content, including: operational information about functioning of objects of energy industry, the publication in media, documentation and regulations of the enterprises and organizations working in the field of energy industry, legal acts, analytical information.

According to the concept of the project, the created software and hardware complex will consist of three blocks: a single system of organizational and administrative document flow based on EMC Documentum for all divisions of SATs Ministry of Energy, the module of the service operational and on duty which is a part of Operational service, and an information and analytical subsystem for "Expert and analytical service". Let's note that two last blocks are created in the mode of "pilot" solutions. Taking into account the IT landscape which is already created in the Ministry of Energy, during the project the problem of integration of EMC Documentum into the analytical solution Oracle BI and an internal informational portal is also solved based on Microsoft SharePoint. The portal will be used as an internal directory resource and as uniform access point of staff of SATs to the automated jobs of information and analytical subsystems of department. The web application which is specially developed in composition will provide collection of information from subjects of energy industry. Besides, for operational communication a system provides a possibility of the organization of both internal, and external video conferencings subjects of energy industry and SATs.

"Today situational analytical centers are a necessary element of operational management for the state departments and large enterprises working with the directions which stability is critical for society, – Korneev Sergey, the managing director of Technoserv noted. – In such projects the main objective of integrators – the most correct image to integrate IT systems the information flows existing at the organization and also to simplify process of adoption of important solutions due to providing to the management the operational, structured and correct information".

The system of the organizational and administrative document flow (OADF) based on EMC Documentum will integrate information flows of all divisions of SATs Ministry of Energy and will allow to accelerate processes of creation, approval, distribution and archiving of documents and also to increase reliability of their storage thanks to the centralized data warehouse. In the system of OADF the entering and outgoing documentation will be processed, processes of collective work on documents are organized – creation, approval, a statement, the developed system of search and the reporting under the created and stored documents will also be implemented.

Service SATs Ministry of Energy operational and on duty using specialized system module of document flow will be able to conduct operational monitoring of media for collection of information about events of energy industry of Russia. Functionality of the module of service operational and on duty and also an information and analytical subsystem of SATs Ministry of Energy will allow to structure information, including on emergencies arriving from different sources in energy industry, to distribute it according to assigned tasks and criteria, to provide the different access levels and protection of collected data.

A system is constructed based on HP Blade equipment using technologies of virtualization VMware vSphere which provide the necessary level of fault tolerance, runtime allocation of resources, high speed of a virtual network architecture, centralized operation and monitoring of virtual infrastructure and also high-speed performance of a system in general.
