Murmansk state regional universal scientific library (OPAC-Global)

All regional and municipal bodies should pass to electronic interdepartmental interaction since July 1, 2012. It means that public services which it is the share of a share of the subjects of the Russian Federation and municipalities more than on federal agencies, will be provided in electronic form. Portals of state services are open everywhere, and almost all regions are already connected to the system of interdepartmental interaction, but the main functionality on accomplishment of requests of citizens and the organizations is executed not by them, and the systems of specific state bodies and organizations. In particular, on libraries and archives in the Russian subjects loading on providing the corresponding services in electronic form lays down.

The citizen registered on the portal of state services has an opportunity to be authorized and send a request. For example, on obtaining the reference from local archive. The mechanism of execution of electronic "request" of the user appears the most difficult task: it is necessary to accept a request, to process it according to internal regulations, and then not only to provide information in the necessary format, but also, as a rule, documents. On the portal an opportunity for independent document retrieval, including, on archive funds and also bibliographic information on directories of libraries is also provided. Murmansk region managed to provide rendering electronic library and archive services in electronic form, using uniform technology.

Libraries

Public services in the field of library science appeared on the www.gosuslugi.ru portal some of the first. Now providing bibliographic information from the public library stocks and information from funds in the part which is not concerning copyright are only which appear in the depersonalized mode, without need to be registered in a system. The user receives the response to the request less than in a minute. In 2012 providing library state services in electronic form gains the development: bibliographic information and texts will be available not only via the federal portal – more than eighty regional portals will begin to provide the information from libraries of the subjects of the Russian Federation.

The Murmansk state regional universal scientific library – the largest regional information cultural center. The universal fund of organization contains more than 2.6 million units of storage in a printing, audiovisual and electronic form. In library forces of ELAR corporation performed retroconversion of the general alphabetical catalog and also alphabetical catalogs of musical editions and audiovisual documents. The array of machine-readable bibliographic records received as a result of scanning and indexing was loaded into the automated library information system "OPAC-Global" in the RUSMARC format for ensuring quick search of information. The electronic directory is integrated with the regional portal of state services that users could find bibliographic data from funds of the Murmansk scientific library.

Archives

The Russian legislation obliges archives to accept requests from citizens and legal entities, orders to archive organizations need of ensuring access to archive documents by means of providing help and search means to the user. Archives should assist in obtaining by citizens originals and copies of documents, including electronic, by the remote addressing archive documents.

Among electronic state services which are obliged to give archives, a search capability via the portal according to explanatory notes to the level of headings of affairs. Filling of explanatory notes of organization, providing electronic information which allows to operate fully with the data which collected for all the time of existence of archive fund are for this purpose performed. Creation of electronic funds of use, i.e. digitization of the most demanded materials of archive, allows to satisfy different civil requests. And, at last, electronic fund of use it is necessary to manage, differentiate to it access, to do possible the address to him not only of the reading room of archive, but also through the Internet. Respectively, it is necessary to solve a problem of development of the system of management of archive. Such system automates especially internal processes – approval, acceptance of a request, user identification on the portal of state services, registers new users and, at last, issues references and scans of documents attached to them.

In Murmansk region the complex automated information system according to documents of archive fund of the region which provided providing archive services using the Uniform portal of the public and municipal services and the industry website was implemented. The system developer, ELAR corporation, together with JSC Rostelecom created the solution which allowed Murmansk region to solve at the same time a problem of providing both library, and archive state services in electronic form. As library and archive services and also regulations of their providing are identical to all subjects of the Russian Federation, the solution can be considered standard. Experience of the region which managed to implement this project only within half a year and also joint work of the IT integrator developing software tools on automation of activity of state institutions with the uniform national operator of infrastructure of the electronic government is a demonstration of the fact that by July, 2012 the subjects of the Russian Federation can pass to electronic interdepartmental interaction.
