Content

The BARS.web and Electronic Kindergarten system allows to render municipal service "Reception of applications, registration and transfer of children in the educational institutions implementing the main educational program of preschool education (kindergartens)" in electronic form, to achieve transparency of the course of rendering service, openness of information on a status of a priority and the place in statement queue at any time.

2019: Process optimization of providing regional and municipal services

On June 11, 2019 BARS GROUP, subsidiary company of the National Center of Informatization, announced improvement of the module in own development "to BARS. Education - Electronic kindergarten" which allow to automate and optimize process of providing regional and municipal services.

Among the added functionality - service for integration the software solution "Electronic Kindergarten" with "The service hub MINISTRY OF INTERNAL AFFAIRS Russia". The configured integration will allow to create automatically during creation of the statement interdepartmental requests for receiving data for registration of the child at the place of residence and in the place of stay with the subsequent display of result of a request to "The service hub of the Ministry of Internal Affairs of the Russian Federation".

Also users of the software solution "Electronic Kindergarten" had a possibility of obtaining data on acts of civil status from the Unified state register of civil registrations by means of interaction about SIEI 3.0 (The system of interdepartmental electronic interaction). It will allow to receive confirmations in a place of registration automatically without the need for collecting of references manually and their departures in kindergarten.

In the software solution "Electronic Kindergarten" function of report generation for SSISSS (single state information system of social security) which depending on the selected parameters and the territory collects information on children from the register "Children in the organization" and also information on the data with a binding on the Insurance Number of Individual Ledger Account selected from report parameters is added. Function is added according to order of the Government of the Russian Federation No. 181 "About the Single state information system of social security" and does convenient data collection of the necessary systems.

2017: Integration with Bars.Up.Access Manager

BARS GROUP, subsidiary company of "the National Center of Informatization" of Rostec state corporation, in December, 2017 provided a possibility of interaction of a software package on confidential information protection of Bars.Up.Access Manager with products of the line "to BARS. Specific Features

SaaS and common information space

For March, 2012 the BARS.web and Electronic Kindergarten system is offered according to the SaaS model (the software as service). Therefore, the technology procedure of system implementation is limited to providing an address bar, the login and password. All users get access to a system through the normal web browser. Administration of a system and introduction of any changes is carried out on a centralized basis. Organizations do not have need to care for information storage.

The centralized data storage

Information comes to uniform storage of a system. For convenience of its use and also from security reasons of right of access of users to data are differentiated.

Open source

In a System free program components are used. BARS.web Education of a multiplatformenn also does not depend on a certain operating environment, equally functioning on software platforms of Windows, Linux, Mac OS. It is especially relevant in the conditions of migration of educational institutions on Open Source.

Integration with infrastructure of the Electronic Government

A system gives ability to integrate with any departmental Systems including the portal of the public and municipal services of the subjects of the Russian Federation using the web services meeting requirements to development of the web services registered in SIEI.

Multidimensional analysis

Data analysis is performed using OLAP technologies. Any group of indicators can be for this purpose selected from any section. Users can create multidimensional analytical reports simple click of a mouse without involvement of programmers.

Adaptation to regional requirements

As this software solution is aimed at informatization of education in scales of the subject of the Russian Federation, and each region has own requirements and techniques, system architecture allows to consider them and to apply individual approach to each region. All database belongs to the region. In it advantage of a System over standard free their completion turns into solutions in which regional features, as a rule, are not considered and essential to the financial investments for the region.

Interactive visualization tools

Information of analytical reports can be displayed on the interactive map or to display in the form of interactive charts and charts. It is enough to user to click on a certain section of the card, chart or diagram to obtain more detailed information.

Specifications

A system provides an opportunity for work in the mode of the Web interface functioning in different operating environments – Microsoft Windows, Unix (Linux), MacOS Apple.

The database server maintains multiplatformity and can be established on different operating systems – Microsoft Windows, Unix (Linux).

Means of a System ensure safety of data and give to the system administrator an opportunity of the choice of level of security of the database from unauthorized use.

The input in the user part of a System and further work is carried out only at the indication of a user name and its password. For each user it can be appointed one or more roles which this user executes in a System.

The possibility of setup for each user role of access rights to information resources and accomplishment of certain transactions is provided in a System. For each reference book and archive of documents the rights to creation in them new records, their editing and removal are set.

For each user role an opportunity to set the specific main menu of a System with a set of those functions which are available to this role is provided.

In a System the preconfigured list of the user roles is provided:

  • System administrator;
  • Administrator of the municipal entity;
  • Employee of preschool educational institution;
  • Employee of governing body of education;
  • Commission on a komlektovaniye; Access to a system by means of the Web interface is provided using SSL of certificates and the protected HTTPS protocol.

For the purposes of data protection of the DB server from unauthorized access end users of a System do not know the password of access directly to the DB most server. Authorization provides access to functions of the application in a System, but not to a database server.

The general

According to information for March, 2012 the BARS.web and Electronic Kindergarten system automates management of preschool educational institutions and is the most important instrument of automation of their completing.

"the BARS.web and electronic Kindergarten" is intended for the following users:

  • Staff of bodies of management of education;
  • Staff of preschool educational institutions.
  • Applicants (parents of the kids wishing to receive the place in preschool educational institution)

Use of this system solves the whole complex of administrative and social tasks:

  • Filing of application on transfer or transfer to other preschool educational institution in electronic form.
  • Formation of uniform base of a priority and uniform base of the children visiting preschool educational institution in the territory of all subject or the municipal entity
  • Possibility of the instruction of desirable preschool educational institutions for transfer with indication of their priorities and also the notification on existence of empty seats in other kindergartens if necessary.
  • Integration of the module with information resources of bodies of ZAGS allows to check the applications submitted in electronic form in the automatic mode and to put them in queue on transfer.
  • A system provides a possibility of report generation, both on a priority, and on the children visiting preschool educational institutions by age categories that allows to reveal the sharp need for kindergartens.
  • A system informs the citizens who submitted applications for transfer to preschool educational institution on stages of consideration of the application using email or SMS notifications.
