The project integrates the information website, the electronic marketplace (EM) and the portal of purchases.
A system provides effective interaction in a unified environment of different categories of users, increasing quality of holding trade procurement procedures of B2B on the Internet. The project is executed in partnership with SETONLAYN LLC acting as the operator of ETP.
On SETonline the trade procedures which are most often used in purchasing practicians of the enterprises are implemented: tender, auction, quotation request and request for proposals. The possibility of the choice of a form of tendering - open tenderings, closed tendering and biddings with preliminary selection, - allows to organize purchasing activity of the enterprise according to accepted standards and politicians of openness of purchases.
As Amal Galebovna Al-Ama notes, the CEO of SETONLAYN company, uniqueness of the project is that service became not just electronic marketplace, and a system for automation of the purchasing activity of the organizations allowing to carry out a range of tasks – from planning, formation of all documentation and approval of requests for placement of purchases before control of budget limits and obtaining statistical information for the analysis and the reporting. A system is completely integrated with the website zakupki.gov.ru, has means for integration with corporate information systems.
Objectives
- Creation of the convenient tool for effective interaction of customers and suppliers during trade purchasing activity.
- holding trade procurement procedures electronically on SETonline.ru electronic marketplace;
- rendering a range of services on the organization of purchasing activity of the enterprises according to requirements of Federal law No. 223-FZ of 7/18/2011;
- implementation of automated systems purchase management of the enterprise based on NAUMEN GPMS for the state and commercial customers;
- rendering consulting services on the organization and maintenance of participation in electronic biddings
Direction
The project is aimed at providing high-quality service in the field of the organization and holding trade procurement procedures for business companies and also, for the enterprises with the state form property according to requirements of the current law (No. 223-FZ of 7/18/2011). New electronic trading system, having the developed functionality, provides effective management of the procedure of the organization of biddings along with providing convenient services for participants these actions.
Advantages
On SetOnline electronic platform the trade procedures which are most often used in purchasing practicians of the enterprises, including tender, an auction, a quotation request and request for proposals are implemented. To buyers
Customers have an opportunity to place purchase orders of any kinds of goods, execution of works or rendering services, at the same time, to minimize risks of signing of the contract with unfair suppliers. For this purpose in a system collecting of detailed data about each supplier is conducted. The automated system provides conducting all document flow on biddings in electronic form that significantly accelerates the procedure of carrying out purchases and reduces costs. The error probability is minimized due to formation of electronic documents on uniform templates, and use of the electronic digital signature (EDS) in documents provides legality of the transactions made according to the results of biddings.
To sellers
Suppliers, in turn, have an opportunity to become bidders, carried out, including, the largest companies with a branch network, respectively, to expand sales market of the products and services. On the portal all information on the purchases – announced, flowing, completed, suspended contains. Having used function of advanced search, it is possible to learn in more detail about the interesting relevant biddings, to analyze market demand and also, to study data on the closed deals.
2016: Integration of SETonline and EASUZ
In May, 2016 the operator of the SETonline electronic trading system announced start in commercial operation of integration into the Uniform automated control system for purchases of the Moscow region (EASUZ). Now the customers of the Moscow region performing purchasing activity within 223-FZ and working in EASUZ had an opportunity to carry out purchases electronically on SETonline ETP.
Seamless integration of EASUZ – SETonline– of EIS allows customers to place data on purchases "in one click" without the need for duplication of data. When choosing by the customer in EASUZ for the publication of purchase of SETonline ETP data will come on ETP and then to EIS. For the publication of purchase in EIS and ETP to the customer will be once to sign enough given by the electronic signature in a personal account in EIS. Implementation of such approach will allow customers to save, on the one hand, resources on placement of information on purchases and, on the other hand, it is essential to expand a pool of suppliers.
Works on integration of SETonline of EASUZ were carried out jointly by specialists of SETonline and JSC NPP Granit.
