2017: Implementation of the technical documentation management system
Project development
On April 17, 2017, Krok announced a project to introduce a technical documentation management system at enterprises and in the central office of the Rosenergoatom concern. The purpose of the project is to create a single information space.
Implementation of EMC Documentum-based Automated Technical Documentation Management System (APMS) is carried out in the central office (CA) of Rosenergoatom Concern, its capital project branch and at 9 nuclear power plants (NPP).
Rosenergoatom began the project for several managerial and economic reasons. One of the main ones is the need for unification of technical document management processes at nuclear power plants. The second reason is the absence of a single archive of all technical documentation of the concern[1]
After the formation of the concern, branches and the central office began the transition to end-to-end business processes that ensure interaction between central office and stations. However, the heterogeneous information systems on the ground inherited by the concern along with the stations did not allow such a transition to be fully realized. The speed of interaction did not suit the management and employees of the company.
The availability of a technical document management system taking into account the volumes of technical documentation that is available at any production is a very relevant issue. But for some reason he falls out of sight of classic SED. Therefore, our project is something unique. Now APCS allows us to manage technical documentation, including electronic storage of documents taking into account their versivity and quick search of data. Unlike working with paper copies, now, if someone needs a specific document, he quickly gets access to it in accordance with his authority. The concern faced the issue of creating and implementing a single APCS. The objectives of the project are set on the basis of its prerequisites:
- the need to automate and harmonize technical documentation management processes,
- timely updating,
- staff access;
- the need to support interoperability processes in terms of documentation within the concern and with external organizations,
- Decommissioning legacy historical information systems responsible for storing documentation.

Project Progress
Solution - EMC Documentum-based development. The system allows you to create a single repository of documents, simplify the process of their preparation, entry into operation, revision, change and withdrawal from circulation, and also allows you to monitor their current status. The contractor's team on the project employs about 50 people from Moscow and regional development centers, including those cities where there are nuclear power plants. For example, from St. Petersburg, near the Leningrad station.
There is a requirement to ensure the autonomy of NPP in relation to technical documentation and automation of critical business processes (operation support, etc.) - the implemented systems should not have a single installation and data warehouse, to which the stations will have only access. It is necessary that in case of unforeseen situations, for example, a failure of the communication channel, each station can continue to use the necessary technical documentation. Therefore, during the development of APCS, the principles of a distributed architecture were laid down, in which in the central apparatus of the concern and at each station a system installation with a separate storage is created. The hardware part of the solution is based on x86 hardware and is built in accordance with industry requirements for reliability, availability and disaster tolerance.
At the initial stage, they implemented a pilot project in CA and at Balakovo NPP. Then, taking into account the experience gained, based on the results of the survey of the Leningrad, Smolensk and Novovoronezhskaya NPP, a standard solution of the NPP APCS was developed, which is replicated to other stations.
The typical solution for NPP includes two levels of functionality: basic, common functionality for all stations and additional capabilities that take into account the characteristics of each of the branches. At the moment, APCS is integrated with Rosenergoatom's regulatory reference information management system (UNSI) in terms of organizational and staffing structure, local NPP systems, as well as with the concern's information portal. Through the portal, documents in APCS are viewed by all employees of CA and subsidiaries of the concern who have access to it.

Project Outcome
As of April 17, 2017, more than 3.5 thousand employees of the Rosenergoatom concern work in ASUTD, more than 280 thousand technical documents and notices on their change from the central apparatus, Balakovskaya, Leningrad, Beloyarskaya and Kursk NPP are posted in the system. Every day, more than 1 thousand employees of the concern work with documents.
During 2016, APCS created and implemented functional modules for life cycle management of educational and methodological documentation, reporting documentation under contracts, regulatory and methodological documentation of the concern. A typical solution is being introduced at four stations: Beloyarskaya, Novovoronezhskaya, Rostov and Kursk.
