Rakitin was born in 1976 in Nakhodka of Primorsky Krai.
In 1998 graduated from the Far Eastern Federal University.
In 1999-2001 worked in South Korea as the representative of the Far East fishing company ("subsidiary" of "Nakhodka Base of Active Sea Fishery" company).
In 2003 became the consultant of Bank of New Zealand concerning strategic marketing within the project for development of the Internet platform according to the securities trading.
In 2004-2005 — the marketing director and to communications of the Russian office of the international Bureau Veritas group.
In 2005-2007 — the head of business development in the Moscow representative office of BullS.A.S IT company.
In 2007 it is appointed the deputy CEO for development at Institute of corporate management RAO UES of Russia.
In 2009-2011 — the associate director of service of ratings of corporate management (GAMMA) of Standard & Poor's.
In January, 2012 Andrey Rakitin is appointed the head of practice Board of Directors of the international company on search of upper managers of Odgers Berndtson (till 2009 — Pynes & Moerner).
