Born October 19, 1960 in Kharkov.

Education

In 1983 Graduated from Kharkov Aviation Institute

• Kharkov Aviation Institute named after N.E. Zhukovsky (1983), mechanical engineer of aircraft engines with a degree in liquid jet engines.

Career

• 1983-1984 - Design engineer of the All-Russian Research Institute of Experimental Physics in Arzamas-16 (Sarov).

• In 1984-1988 - Deputy, and then Secretary of the Komsomol Committee VNIIEF, dealt with issues of youth construction complexes (MZHK).

• In 1988, he returned to scientific activity at VNIIEF, worked as the head of the group, a leading research engineer, a leading economist, and was elected to the city Council of People's Deputies.

• 1996-2001 - Deputy of the City Duma of Sarov, First Deputy Chairman of the Duma for Economics and Finance.

• 2001-2003 - Minister of Construction, Housing and Communal Services of the Government of the Nizhny Novgorod Region.
