Recovery of 3.9 billion rubles for breaking the dam

On October 15, 2025, the Plastsky City Court of the Chelyabinsk Region satisfied the claim of the Prosecutor General's Office of the Russian Federation against the former controlling shareholder of PJSC YUGK (Yuzhuralzoloto Group of Companies) Konstantin Strukov. 3.9 billion rubles were collected from him as compensation for harm caused to nature.

We are talking about an incident that occurred in the spring of 2024 at the Svetlinsky field "UGK" in the Chelyabinsk region: then there was a breakthrough of the dam at the facility, which received drainage water from the gold extraction factory. The Baturovka River and adjacent agricultural land were contaminated with arsenic. As RBC clarifies, the total area of ​ ​ the contaminated area amounted to about 330 thousand square meters. The damage was estimated at almost 4 billion rubles.

In connection with the accident, the prosecutor's office filed claims for environmental damage and a ban on the operation of part of the UGK tailings dumps. The company itself, as Interfax notes, said that a "closed cycle of water circulation has been introduced at the UGK enterprises, which excludes the possibility of discharging pollutants into water bodies."

At the end of July 2025, the Prosecutor General's Office filed a lawsuit against Strukov to recover damage in the amount of 3.9 billion rubles. The co-defendants were the head of the regional Investigative Directorate of the Investigative Committee of the Russian Federation Alexei Kolbasin, the former deputy head of the Ural Interregional Department of Rosprirodnadzor Vladislav Potapov, and the deputy head of the Ural Department of Rostekhnadzor Yuri Shuvalov. The case was considered in a closed court hearing. According to the court order, the demands of the prosecutor's office were satisfied. The lawsuit took interim measures in the form of the seizure of assets in the amount of 3.9 billion rubles in solidarity with Strukov and the rest of the debtors.[4]

Illegal withdrawal abroad 163 billion rubles

On October 27, 2025, the Prosecutor General's Office of the Russian Federation sent claims to the Plastsky City Court of the Chelyabinsk Region against the former owner of the Yuzhuralzoloto group of companies Konstantin Strukov. The statement contains a statement about the illegal withdrawal of funds abroad totaling more than 163 billion rubles, which were used to purchase real estate, yachts and the construction of hotel complexes.

According to the RIA Novosti agency, the new lawsuit of the Prosecutor General's Office indicates that as a result of corruption actions committed in 2006-2007, Strukov illegally took possession of the state-owned enterprises Chelyabinskugol and Yuzhuralzoloto. He used the profit to create a group of interconnected UGK companies specializing in construction work, electricity generation, maintenance of mining equipment, transport and logistics services, real estate operations, hotel business and agro-industrial complex.

According to the agency's interlocutor, revenue from the activities of Russian enterprises was regularly withdrawn to Montenegro, Serbia, Switzerland and Turkey. Formal ownership and management of assets was registered to family members and affiliates of the former owner of Yuzhuralzolot, while Strukov himself remained the actual owner and manager of the enterprises.

According to RIA Novosti, part of the funds received illegally was directed to the purchase of highly liquid real estate, that is, objects that can be quickly sold at market value, as well as other expensive property.

The Prosecutor General's Office of the Russian Federation demands to turn into state income property worth 1.4 billion rubles and cash in the amount of 3.5 billion rubles, which, according to the department, were received as a result of corruption.[5]
