Biography

Konstantin Semenov was born on April 1, 1976 in Yakutsk.

In 1998 he graduated from Yakutsk State University with a degree in World Economics with the qualification of Economist-Manager.

1998-2007: SakhaTelecom

In 1998-2000 - Leading specialist of the marketing department of the State Unitary Enterprise SakhaTelecom.

In 2000-2003 - Deputy Head of the Marketing Department of the State Unitary Enterprise Sakhatelecom.

In 2003-2004 - Head of the Marketing Department of the State Unitary Enterprise SakhaTelecom.

In 2004-2007 - Head of the Marketing and Tariff Policy Department of OAO Sakhatelecom.

2007-2011: Rostelecom

In 2007-2011 - Deputy Director for Commercial Work of the Territorial Administration No. 5 of the Far Eastern Branch of OJSC Rostelecom.

In 2011 - Deputy Commercial Director of the Sakhatelecom branch of Rostelecom.

2011-2014: Minister of Communications and IT of Yakutia

In 2011-2013 - Chairman of the State Committee of Yakutia for Communications and Information Technology.

In April 2013, he was appointed Minister of Communications and Information Technology of Yakutia.

2014: Moving to work in Crimea

In August 2014, Konstantin Semenov was relieved of his post as minister due to the transfer to another job. The Ministry of Communications and IT of Yakutia said that Semenov was invited to work in the Republic of Crimea as the commercial director of the "regional head enterprise in the field of information technology and communications."

The name of the company to which the IT Minister of Yakutia went to work was not specified in the department. Representatives of the Council of Ministers of the Republic of Crimea did not respond to TAdviser's request on this matter.

Earlier, in May 2014, the Republican Council of Ministers approved the creation of two companies to provide modern communications services on the peninsula - CrimeaTelecom and Krymsyaz ( based on the local Radio Broadcasting Transmitting Center).

By the time Konstantin Semenov left the Ministry of Communications and IT of Yakutia , Roskomnadzor had completed the registration of the first of two companies - CrimeaTelecom - and issued the company all permits for operations in Crimea, including about 2 million mobile numbers and about 300 stationary ones.
