Biography

Born January 29, 1980 in Saratov.

In 1996 he graduated from the Physics and Technology Lyceum No. 1, in 2001 he graduated from the Saratov State Technical University with a degree in Computer and Automated Systems Software (Faculty of Electronic Engineering and Instrumentation).

In 2004, he underwent professional retraining at the P.A. Stolypin Volga Academy of Public Administration with a degree in State and Municipal Administration.

In 2008-2009, he studied at the Academy of National Economy under the Government of the Russian Federation under the MBA program, specializing in Information Management.

Career

2001-2016

  • In 2001-2003 worked in commercial organizations.
  • From 2003 to 2009, he worked in various positions in the Government of the region, including a specialist of the I category, then the head of the organizational department of the Department of Affairs of the Government of the region, the deputy head of the Department of Information Technologies and Communications of the Department of Affairs of the Government of the region. From 2006 to 2009, he served as Deputy Minister of Economic Development and Trade of the region - Head of the Informatization Department.
  • From 2009 to 2010, he worked as deputy director of the EPO Signal enterprise.
  • From June 2010 to January 2012 he worked as chairman of the informatization committee of the Saratov region.
  • From January 20 to April 6, 2012, he served as Deputy Prime Minister of the Saratov Region.
  • On April 9, 2012, he was appointed Minister of the Saratov Region - Chairman of the Informatization Committee of the Saratov Region.
  • In November 2012, he resigned as chairman of the committee. The reason for the personnel reshuffle in the regional government is Malkov's transfer "to work at the Ministry of Economic Development of the Russian Federation as deputy director of the Department of State Regulation in Economics."

2018: Appointment as head of Rosstat

On December 24, 2018, it was announced that Pavel Malkov was appointed head of the Federal State Statistics Service (Rosstat) instead of Alexander Surinov, who headed the department for 9 years.

In an interview with Interfax, after being appointed head of Rosstat, Pavel Malkov said that he highlights such, in particular, key blocks of his work as the reform of the statistics system and the All-Russian population census in 2020. Answering the question about the expediency of the reform in Rosstat itself, the official stressed that it is more correct to talk not about reform, but about modernization.

The All-Russian population census will be held in October 2020. According to the current legislation, participation in the census is voluntary.

The new head of Rosstat is faced with the task of establishing business processes, IT processes, improving the collection and processing of primary data, as well as interaction with the tax service and other big data suppliers, Minister of Economic Development Maxim Oreshkin told Vedomosti. Malkov has such experience, according to him: in particular, he was engaged in a project for the development of multifunctional centers "My Documents" in Russia.

Rosstat was already under the jurisdiction of the Ministry of Economic Development from 2004 to 2012, in the spring of 2012 Rosstat was transferred to the direct subordination of the government of the Russian Federation, and in 2017 - back to the Ministry of Economic Development.

2022

Appointment as Acting Governor of the Ryazan Region

On May 10, 2022, Russian President Vladimir Putin signed a decree "On the early termination of the powers of the Governor of the Ryazan Region" and appointed Acting Governor Pavel Malkov, who has headed Rosstat since 2018. Before Rosstat, Malkov worked at the Ministry of Economic Development, where he was responsible for the development of multifunctional centers and e-government.

Victory in the election of the governor of the Ryazan region

Acting Governor of the Ryazan Region Pavel Malkov won the election of the head of the region with 84.55% of the vote after processing 100% of the protocols on September 12, 2022.

In second place is the Communist Party candidate Denis Sidorov (5.68%), in third place is the LDPR candidate Dmitry Repnikov (3.60%). Turnout was 42.93%, higher than in the 2017 gubernatorial election (36.15%).
