The city administration of Krasnoyarsk upgrades EDMS

CompanyMedia developed by the Moscow company "InterTrust" is implemented and successfully works in the Penza, Ulyanovsk, Samara, Novosibirsk, Omsk regions, the Yamalo-Nenets Autonomous Area, city administration of Krasnoyarsk, many large organizations and the enterprises.

2014: Project Development

On August 20, 2014 the InterTrust company announced preparation for implementation in city administration of Krasnoyarsk the systems of the automated execution of the regulations describing processes of rendering public services to individuals and the organizations.

The solution is implemented by specialists InterTrust on the CompanyMedia platform and helps to increase quality of rendering services, to reduce influence of a human factor.

Implementation of CompanyMedia in administration of Krasnoyarsk began in 2007 and a task of this multi-stage project - consecutive automation of different procedures for work with documents. For August 20, 2014 in a system the transactions connected with processing and preparation and the entering, outgoing and internal documents and also legal acts are executed. Besides, report generation on performing discipline is substantially automated.

In a system more than 2 thousand users from different structural divisions of administration, including the administration, legal management, management of the HR policy and organizational work, department of town planning, department of municipal economy, management of architecture, management of informatization and communication, etc. constantly work.

In 2012 the works connected with automation of rendering public services to individuals and the organizations began. Specialists of the company InterTrust implemented the automated transfer of requests for rendering different services in EDMS CompanyMedia from several sources which are among Uniform Portal of Public Services (UPPS) also the website city administration of Krasnoyarsk.

For fall forward of service of applicants and decrease in influence of a human factor, on the CompanyMedia platform the system of execution of the regulations describing structure, the sequence and terms of accomplishment of the administrative procedures connected with rendering public services is developed. For the solution of this task specialists of the contractor created a complex of necessary reference books and implemented the mechanism of automatic exercise of procedures in the different modules CompanyMedia.

Olga Harchenko, the chief specialist of management of informatization and communication of city administration of Krasnoyarsk, noted: "The cast and the sequence of actions when rendering municipal services are known in advance and described at the level of regulations. In turn the regulations are a set of the interconnected procedures. At the same time EDMS provides to the staff of administration all necessary tools for accomplishment of necessary procedures, but each action should be initiated by the contractor. We decided to go further and to automate routine transactions. Emergence of a system of execution of regulations simplifies work of users in EDMS: the implemented solution practically "conducts" the contractor on process that allows to accelerate process of rendering municipal services and to increase their quality".

Denis Vdov, the director of the center of consulting services and implementations of InterTrust company, told: "Each division of administration together with the request for rendering service receives some kind of "road map" of all process — a complex of the procedures and tasks related to specific contractors. Accomplishment of some procedures leads to automatic start of others, for example, to preparation of the legal act, agreement, outgoing document, explanatory letters, etc. The risk of an error of the contractor in this case is minimized — a system does not allow to deviate regulations of providing this or that service. It was originally going to automate process of rendering services on the basis of the standard tools of a development environment existing in CompanyMedia, but we refused this idea. It was necessary to consider specifics of the city administration, including — to use the terminology clear to users connected with rendering public services in a system. The specialized solution meeting the requirements of the organization customer was as a result created".
