Shkulyov Victor Mikhaylovich, was born on April 13, 1958 in Chita — the Soviet and Russian journalist, the publisher, the media manager.

Biography

In 1981 graduated from law department of the Irkutsk state university. Completed postgraduate studies in the Academy of Social Sciences (ASS).

The second secretary of the Chita regional committee of the All-Union Leninist Young Communist League.

In 1991 Candidate of Law Sciences defended the dissertation according to the theory of the state and the right.

Since 1992 — managed legal service in Komsomolskaya Pravda, later — the chief financial officer.

From 1993 to 1997 — the CEO of Komsomolskaya Pravda.

Since 1995 — the president of ID of Hachette Filipacchi Shkulev - joint venture with the French publishing Hachette Filipacchi group (Ashet Filipakka).

From 1997 to 1998 — the CEO of ID Komsomolskaya Pravda — the Today Group.

Since 1998 — the chairman of the board of directors of ID Intermediagroup.

Board member of the International federation of periodicals (FIPP), Board member of the Guild of Publishers of Periodicals (GPP), Chairman of the board of Publishing Initiative Non-profit Partnership.

On June 3, 2011 the American Hearst Corporation closed the deal on acquisition of 50% of stocks Hachette Filipacchi Shkulev / Intermediagroup in Russia as parts of the general transaction on acquisition of the international journal business of Lagardère.

Observers assumed that in 2012 Victor Shkulev on a task and at personal, including financial, participation of the First Deputy Chief of Presidential Administration Vyacheslav Volodin actively created regional network Regional Network. Regional editions were created in 15 cities (in more detail here). Allegedly the Shkulyova network was created as an alternative Kovalchukam which financed prigozhinsky editions and projects of News media since 2012 and also performed buying up of media through Grigory Berezkin.

In August, 2015 it became known that ID of Hearst Shkulev Media (HSM) brought structure of property into accord with the legislation on restriction of a share of foreigners in media (no more than 20%). Earlier the company equally belonged to the Russian and American owners, now Victor Shkulev has 80% which remained — at Americans.

In 2019 purchased a controlling stake of AZhUR-Media Ltd - the publisher network media Fontanka.

Family and hobby

Hobbies: mountain skiing, hunting and travel.

Married. Two children.

The wife Tamara Shkuleva is the deputy CEO for the personnel and public relations Intermediagroup[1][2][3][4].

The oldest daughter Natalya Shkuleva is a spouse of the famous TV host Andrey Malakhov, the publisher of the Russian version of the ELLE magazine[5].
