2014: Arrest on fraud charges
At the end of January 2014, My Bank's license was revoked.
On February 28, 2014, Fetisov was detained on charges that he had not fulfilled obligations to depositors. Initially, the amount of damage caused to him was estimated at more than 6 billion rubles. Later it was reduced to 555 million rubles.
On May 30, 2014, the Moscow City Court recognized Fetisov's arrest as legal and left him in custody until August 22. In relation to the ex-senator, the Investigative Committee opened a criminal case under the article "fraud."
In August 2014, Gleb Fetisov, who was at that time in a pre-trial detention center in Moscow on suspicion of fraud, sent a letter to the Deposit Insurance Agency (DIA, bankruptcy trustee of My Bank), in which he expressed his readiness to pay all debts in the amount of about 14 billion rubles, but only when he was released. The Kommersant newspaper writes about this with reference to Fetisov's correspondence with the DIA[4].
As the newspaper notes, Fetisov, expressing such a desire for the first time, competently justified the rule of the law "On the bankruptcy of credit institutions," and also asked to provide account details for transferring funds and provide the exact amount.
However, it did not come to the implementation of the plan. After the extension of Fetisov's term of detention by the Basmanny District Court of Moscow until November 2014, he sent another letter to the DIA in which he "notifies the cancellation of the procedure for fulfilling the obligations of My Bank initiated by him, since he cannot pay in conditions of" isolation from legal and financial institutions. "
Fetisov's lawyers confirmed the authenticity of the correspondence, and also stated that their client did not abandon his intentions to pay off debts "to maintain his business reputation."
The term of arrest to former member of the Federation Council Gleb Fetisov was extended on August 19 to November 22, 2014. The investigation insisted on extending the term of arrest to the ex-senator. Investigators feared that he could hide, destroy evidence, negotiate with accomplices and obstruct justice.
