Career

1989 - the junior researcher of Institute of the state and the right of Academy of Sciences of the USSR.

1991 - 1999 - held different positions in the Main Russian President's State Legal Directorate (the last position - the deputy chief of the Main thing of the Russian President's State Legal Directorate).

1999 - 2000 - the director of issues of legal interaction with the state and administrative authorities of Unikon/MS company.

2000 - participated in activities of Centre for Strategic research for development of Strategy of economic development of Russia till 2010.

2000-2003 - the secretary of state - the Deputy Minister of Economic Development and trade of the Russian Federation.

Since June, 2006 - the secretary of state - the deputy minister of information technologies and communications of the Russian Federation.

2008 - 2013 - the secretary of state - the Deputy Minister of Telecom and Mass Communications of the Russian Federation. According to the regulations of the Ministry approved by the order of the Ministry of Telecom and Mass Communications of the Russian Federation No. 139 of 11/3/2009, the deputy minister according to the solution of the Minister according to distribution of duties:

a) interacts (including corresponds) with public authorities and local government authorities, citizens and the organizations and also divisions of Government Office of the Russian Federation and Administration of the President of the Russian Federation;

b) coordinates and controls work of the relevant departments of the Ministry, gives instructions to their directors;

c) interacts (including gives instructions) with the organizations subordinated to the Ministry;

d) holds meetings with representatives of public authorities, local government authorities and organizations;

e) considers the addresses which came to the Ministry, documents and materials;

i) on the basis of the powers of attorney issued by the Minister signs agreements and other civil documents on behalf of the Ministry;

j) performs other powers, stipulated by the legislation the Russian Federation, Regulations, orders of the Ministry.

Deputy ministers, on its order, participate in the events held by the President of the Russian Federation, chambers of Federal Assembly, the Government; meetings with the Prime Minister and Deputy Prime Ministers; meetings of the government and interdepartmental commissions, councils and organizing committees, boards of federal executive authorities and other actions.
