Questions of maintaining Commission

The main questions of maintaining the Commission are (August, 2012):

a) collecting, analysis and synthesis of information on a current status, problems, priority and perspective directions of information technology development;

b) carrying out condition monitoring of the legislation of the Russian Federation, the legislation of territorial subjects of the Russian Federation and local government authorities and also monitoring of law-enforcement practice in the field of informatization, information systems, technologies and means of their providing;

c) studying and synthesis of experiment of state bodies, local government authorities and public organizations on application of information technologies for the purpose of development of information society;

d) development of suggestions for improvement of activity of state bodies, local government authorities, public organizations in the field of informatization, information systems, technologies and means of their providing;

e) rendering the advisory help of territorial subjects of the Russian Federation to public authorities in the field of informatization, information systems, technologies and means of their providing;

e) implementation of conducting examination of drafts of federal laws and drafts of laws of territorial subjects of the Russian Federation in the field of informatization, information systems, technologies and means of their providing on requests of committees and commissions of the Federation Council, legislative (representative) public authorities of territorial subjects of the Russian Federation and also participation in development of bills in the field of informatization, information systems, technologies and means of their providing;

g) discussion with involvement of representatives of state bodies, scientists and specialists of key problems in the field of informatization, information systems, technologies and means of their providing;

h) assistance to ensuring interaction of public authorities of territorial subjects of the Russian Federation concerning informatization, information systems, technologies and means of their providing;

i) preparation of information for the Federation Council of Federal Assembly of the Russian Federation (further – the Federation Council), committees and the commissions of the Federation Council, members of the Federation Council of Federal Assembly of the Russian Federation (further - members of the Federation Council), Board of Legislators, members of council of legislators about a legislation status in the field of informatization, information systems, technologies and means of their providing;

j) participation in preparation of drafts of decisions of the Federation Council in coordination with the relevant committees and the commissions of the Federation Council, decisions of Board of Legislators and its presidium concerning informatization, information systems, technologies and means of their providing;

k) participation in coordination with responsible for holding an action by committees and commissions of the Federation Council in preparation and carrying out parliamentary listenings, "round tables", conferences and other actions in the Federation Council concerning the activity;

l) participation in consideration of the addresses coming to Board of Legislators, the Commission, to members of the commission concerning the activity;

m) carrying out monitoring of illumination of issues of informatization, information systems, technologies and means of their providing in the all-Russian, regional and foreign mass media;

o) other questions of maintaining the Commission in the field of informatization, information systems, technologies and means of their providing.

Structure and structure of the Commission

The commission is created by the decision of presidium of Board of Legislators.

The Commission can be a part:

a) members of council of legislators;

b) members of the Federation Council (under approval);

c) deputies of the State Duma of Federal Assembly of the Russian Federation, representatives of fractions in the State Duma of Federal Assembly of the Russian Federation (under approval);

d) representatives of state bodies (under approval);

e) representatives of local government authorities (under approval).

The structure of the Commission approves by presidium of Board of Legislators.

The presidium of Board of Legislators approves decisions of the Commission on election of the commission chairman and the responsible secretary of the Commission.

The commission on representation of the commission chairman has the right to create the working secretariat of the Commission which is a permanent operating part of the Commission. The head of the working secretariat is the responsible secretary of the Commission.

The commission on representation of the commission chairman creates expert advice of the Commission, with attraction (under approval) representatives of state bodies, local government authorities, public organizations, science, culture and education, experts and other specialists.

Meetings of expert advice are conducted by the commission chairman, or, on his order, one of members of the commission or expert advice.
