Ishayev Victor Ivanovich is the Russian statesman, the ex-Minister for the Development of the Russian Far East, the Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District, the state councilor of the Russian Federation of 1 class.

Biography

Was born on April 16, 1948 in the village of Sergeevka of the Anzhero-Sudzhensk district of the Kemerovo region, Russia.

Education

1979 - graduated from the Novosibirsk institute of engineers of the water transport (specialty - the mechanical engineer).

Scientific degree

Doctor of Economics, professor. Academician of the Russian Academy of Sciences.

Career

1971-1973 - served in the ranks of the Soviet Army.

1964-1988 - the worker, the chief of planned bureau of workshop, the head of supply, the deputy chief engineer, the production director, the associate director on business concerns of the Khabarovsk shipbuilding plant.

1988-1990 - the director of the Khabarovsk plant of building aluminum constructions^[2].

Social and political activity

1990-1991 - the first deputy chairman - the chief of the main economic planning management of executive committee of the Khabarovsk edge Council of People's Deputies.

1991-2001 - the head of administration of Khabarovsk Krai (it is appointed the decree of the Russian President).

2001-2009 - the governor,^[3].

1993-2001 - the deputy, the member of the Federation Council of Federal Assembly of the Russian Federation, the member of the committee on the international affairs.

Since April 30, 2009 - the Russian President's Plenipotentiary in the Far East federal district.

Since June, 2009 - the member of council of security of the Russian Federation.

Since May 21, 2012 - the Minister for the Development of the Russian Far East^[4].

Victor Ishayev told about megaprojects in the Far East

2013 Vladimir Putin who came back to the Kremlin exempted Ishayev from both posts (Yury Trutnev became the new Plenipotentiary Representative) then Ishayev began work in Rosneft where supervised questions of business development in the Far East.

2019: Detention of FSB

In March, 2019 Ishayev who in 2013-2018 held a position of the vice president of Rosneft delayed on suspicion of plunder in the fraudulent way of money at this oil company (Part 4 of Article 159 UK). According to the investigators, from 2014 to 2017 as a result of deception and confidence abuse of employees and the management of Rosneft Ishayev provided the conclusion at the overstated cost of lease agreements of the premises over 280 sq.m for needs of representative office in Khabarovsk Krai with the commercial organization belonging to the ex-Plenipotentiary Representative.

The press service of Rosneft stated that its security service revealed abuses and reported materials to law enforcement agencies. In 2018 the decision on liquidation of representation in Khabarovsk was made, liquidating procedures come to the end, noted in Rosneft.

Basmanny Court sent Ishayev under house arrest.

Damages caused to them are assessed at 5.7 million rubles. Ishayev called charge absurd and said that "5 million rubles in five years are a small part of salary". Ishayev called information on presence at it of foreign offshores provided to court "complete lies". "Complete nonsense" the defendant called the statement of the investigator that, having bailed, he can influence the investigation or disappear.

Head of interregional association of economic interaction "Far East and Transbaikalia". Chairman of the Russian national committee on the Pacific economic cooperation. Member of the United Russia Party.

Since December, 2006 - the member of bureau of the Supreme council of United Russia.

For the significant contribution to development of the social sphere of edge and the external economic relations it was elected by the full member of Academy of social sciences of the Russian Federation and the international academy of regional development and cooperation.
