In 2003 Victor Vekselberg and Leonard Blavatnik became founders of United Trading Company (UTC) which managed to acquire the sole rights selling caustic soda to the Russian industrial enterprises, however the Ministry of the antimonopoly policy of the Russian Federation became interested in activity of ETK, and Blavatnik with Vekselberg sold ETK.
