On a round table of "ICT in energy industry of 2012", organized CNews Conferences, the head of information technology of the Ministry of Energy of the Russian Federation Evgeny Novikov told about how the departmental information system of support of daily activity of central office of the ministry (VIS) is arranged and shared statistics of work of internal EDMS.
According to Novikov, the ministry practically completed transition to paperless document flow, having digitized the archives from 1930th years and having organized corporate search in storages.
Daily in VIS about 400 employees of central office of the Ministry of Energy at the same time work, at the total number of users of VIS more than 600 people. Among the federal executive authorities which are subscribers of VIS and supporting exchange of electronic documents within pilot section of a system of interdepartmental electronic document management (MEDO) 39 departments, i.e., about 67% of their total quantity appear.
In 2011 a system registered 61 thousand entering, 25 thousand outgoing and 17 thousand internal documents that is on average 8-10% more, than in 2010. During all operation in a system 1607 public contracts and agreements are registered and processed and also it is received on MEDO and 7100 incoming documents are registered and 2730 outgoing are sent.
HUNG the Ministry of Energy of the Russian Federation it was created in 2008-2011 based on software products of CB Realtekh LLC and consists of 10 functional subsystems. Until the end of 2012 the ministry is going to increase a total quantity of VIS of public services provided with the help up to 18 and to implement automatic interaction with the uniform portal of public services.
Also, according to Evgeny Novikov, development of the mobile client of VIS based on iPad/iPhone with support of the EDS for ensuring activity of the management in it taking into account requirements of FSTEC and FSB of Russia is conducted.
As distinctive features of VIS Evgeny Novikov noted availability of the uniform information database excluding emergence of doubles in records, the general mechanism of differentiation of access rights for all applications protecting data and also automatic information exchange between remote offices without high loading of communication channels and a possibility of remote service of VIS on places.
