The Government of the Lipetsk region advances an electronic document management system in authorities of the region and municipalities

The Intelligent systems company and the Government of the Lipetsk region within permanent partnership in questions of maintenance and development of the EDMS constructed based on the CASE system continue expansion of the solution in divisions and executive authorities of the region, the EOS Group company reported in the press release on October 4, 2012.

Start

For the beginning of cooperation in administration there was a CASE system and the certification center for issue of the EDS was unrolled, but use was only in administration staff, and the EDS – only in the test mode. Using a system it was recorded the entering and outgoing documents in offices of administration and structural divisions and also accounting of the instructions issued by the head of administration and his deputies. Contractors did not work with a system.

Job

During 2010 the number of users of a system increased till 1270 due to complete implementation "MATTER" in all structural divisions of administration of the region and executive bodies of the government of the Lipetsk region (further – IOGV). The full stroke of document flow of all structures of administration of the region and IOGV, including electronic approval and the approval of draft documents of their subsequent registration is automated. The methodology of both internal document flow of IOGV, and exchange of electronic documents between administration of the region and IOGV is developed and implemented.

The number of active users of the electronic signature (ES) for the end of 2010 was 260 people.

Development

In 2011 the Intelligent systems company continued technical support of the CASE system in the Government of the Lipetsk region. Within cooperation the detail design on expansion of use of the CASE system due to connection of administrations of municipal districts to it and city districts of the Lipetsk region providing connection of 58 new users in 20 district and city administrations including installation of 2 jobs with the option "EDS and Enciphering" in each municipal governing body was prepared. In addition the project assumed installation of occasional 100 jobs with the option "EDS and Enciphering" in IOGV and administrations of municipal districts and city districts of area and also system implementation Archiving on 5 jobs in the Government of the Lipetsk region. The third party which won this auction became the contractor of these works.

Also in 2011 our company in cooperation with EOS Group company prepared a detail design on integration of the CASE system with the system of interdepartmental electronic document management (MEDO). This project was also implemented third-party the organizations, won the tender.

By the end of 2011 in the Government of the Lipetsk region, IOGV of the Lipetsk region and administrations of municipal districts and city districts of the Lipetsk region it was used already 1330 jobs of the CASE system, including 360 jobs with the option "EDS and Enciphering".

2012

According to the results of works for the end of 2012, in the CASE system 1700 active users, including 607 jobs will work with the option "EDS and Enciphering".
