2022: Criminal fraud detention
In January 2022, the Ministry of Internal Affairs confirmed the detention of Deputy Minister of Transport of the Russian Federation Vladimir Tokarev. A criminal case on fraud has been initiated against him (part 4 of article 159 of the Criminal Code of the Russian Federation), according to the website of the Ministry of Internal Affairs of Russia. In the near future, the Khoroshevsky District Court of Moscow will consider the investigator's petition to choose a preventive measure in the form of detention.
In addition to the deputy head of the Ministry of Transport, other persons appear in the case, the Ministry of Internal Affairs noted; their names have not been released. Searches were carried out in the office of Mr. Tokarev, at his home, as well as at the house of one of the other defendants. The Deputy Minister "seized digital media, documentation and other items of evidentiary importance."
The criminal case is related to the work of Mr. Tokarev as deputy general director of Spetstransstroy LLC in 2016-2018. As Kommersant previously reported, the ex-head of the company, Yuri Reilyan, is also involved in the case.
2025: Sentence - 8 years in prison for embezzlement of ₽423 million
In June 2025, the Basmanny Court Moscow sentenced former Deputy Minister transport Russia Vladimir Tokarev to eight years in prison in a general regime colony for embezzlement of more than ₽423 million. According to the investigation and the court, the funds were allocated for the construction of railway infrastructure, but were stolen through a system of fictitious contracts.
According to RBC, the court found Tokarev guilty under Part 4 of Article 160 of the Criminal Code of Russia. The state prosecution required nine years of imprisonment for the ex-official, but the judge sentenced him to a year less than the requested period.
Together with Tokarev, Alexander Ivanov, the former head and beneficiary of GlavStroyInvest Group of Companies LLC, was in the dock. The court sentenced him to a similar term of imprisonment - eight years in a general regime colony. Ivanov was detained directly in the courtroom.
The investigating authorities detained Tokarev in January 2022. The arrest was carried out by employees of the department transport MINISTRY OF INTERNAL AFFAIRS for the Central Federal District on suspicion of committing economic crimes.
According to the materials of the criminal case, Tokarev committed criminal actions in the period from 2016 to 2018. At this time, he served as Deputy General Director of Spetstransstroy LLC and participated in the reconstruction of the bypass section of the railway in the Krasnodar Territory.
The theft scheme involved the conclusion of fictitious contracts in order to withdraw budget funds intended for construction work. The Moscow prosecutor's office found that the difference between the amount transferred to the contractors and the real cost of the work performed was ₽423 million.
Initially, the investigating authorities charged Tokarev with fraud. However, during the investigation, the case was reclassified as embezzlement. The incriminated amount of damage was repeatedly adjusted throughout the entire period of the investigation.[5]
