1998 - For 2000 - worked as the head of department, the Head of Department of the Ministry of Justice of the Russian Federation.

• development of state policy and legal regulation in the field of the land relations (except for the agricultural land); State Immovable Property Cadastre; implementation of the state cadastral registration and cadastral activity; state cadastral assessment of lands; the state monitoring of lands (except for the agricultural land); state registration of the rights to real estate, geodesy and cartography;

• implementation of coordination and control of activity of Federal registration service, Federal agency of the inventory of a real estate, the Federal agency on geodesy and cartography.

Since November, 2010 - 2012 - the secretary of state - the Deputy Minister of Economic Development of the Russian Federation^[5].

2012 - the First Deputy Minister of Agriculture of the Russian Federation.

Since January 16, 2015 heads Glavgosekspertiza of Russia.

Social and political activity

On January 27, 2010 - made the report on a subject: "About the measures taken by the Government of the Russian Federation on creation of a single federal system of the state cadastral registration of the real estate and state registration of the rights to real estate and transactions with it both quality improvement and availability of public services in this sphere" in the Federation Council of Federal Assembly of the Russian Federation within Government hour^[6].

On April 18, 2012 - with a working visit ^[7] visited Management of Federal Service for State Registration, Cartography and Cadastre (Rosreestr) across the Bryansk region and Federal State Budgetary Institution PCF of Rosreestr across the Bryansk region^[7].
