Non-execution by bank of the Russian legislation and also regulations of the Central Bank became the reason of recall of the license. According to the regulator, Spetssetstroybank within a year regularly violated requirements of the law "About Counteraction of Legalization (Washing) of Income Gained in the Criminal Way and to Terrorism Financing".

The bank pursued high risk credit policy and did not create reserves adequate to the accepted risks on possible losses. In addition, the credit institution performed in large volumes doubtful operations on funds withdrawal abroad.

Heads and owners of bank did not take measures for activity normalization.

The bank was a participant of deposit insurance system. On the value of assets for September 1, 2014 he took the 334th place in a banking system of Russia.
