Kirillov Vladimir Vladimirovich

Kirillov Vladimir Vladimirovich is the Head of the Federal Service for the Oversight of Natural Resources of MPR of Russia, the first vice governor of the Leningrad Region - the Deputy Prime Minister of area, the former head of administration of the Vyborgsky district municipal entity.

Biography

Was born on August 11, 1955 in Lipetsk, Russia.

Education

1978 - graduated from the Highest boundary military-political school of KGB Decorated with the Order of the Red Banner at CM of the USSR to them K.E. Voroshilova.

1987 - graduated from Military-political academy of V.I. Lenin.

1994 - graduated from Academy of public service under the President of the Russian Federation^[1].

Scientific degree

2002 - the candidate of sociological sciences.

2008 - the doctor of sociological sciences^[2].

Military Service

1973 - 1991 - service in border troops of KGB of the USSR.

Served in the Transcaucasian boundary district, it was appointed the deputy chief of political department of Nikolsky boundary group.

Career

1980 - 1982 - the deputy of October regional council of People's Deputies of Novorossiysk.

1991 - 1993 - managing affairs, the assistant to the head of administration of Vyborgsky district to the Leningrad Region.

1993 - held a post of the first deputy head of administration of Vyborgsky district of the Leningrad Region.

1994 - it is elected the head of administration of Vyborgsky district of the Leningrad Region.

2000 - it is appointed the first vice governor of the Leningrad Region.

2007 - 2008 - the adviser to the Chairman of the board of Inter-parliamentary assembly of the CIS Sergey Mironov.

Since January 21, 2008 - the Head of the Federal Service for the Oversight of Natural Resources.

Scandals

• In February, 1996 Kirillov was a defendant in the case, initiated by the St. Petersburg Economic Crime Department about fraud with municipal apartments. The Vyborg district administration sold out to relatives and friends of officials at the balance sheet prices of the apartment in the houses built by the Vyborg joint-stock house-building plant. Soon, the District Administration returned apartments to municipal property, having backdating given them the status of family hostels^[5].

• In 1997 the interdepartmental commission (with participation of representatives of Greenpeace of Russia) on check of forest management in the Vyborgky area on the Karelian Isthmus revealed violations of the forest legislation: nearly 30% of all wood were prepared by the organizations which do not have the right to it; the woods were illegally leased the woods on favorable terms to the firms having a debt on forest taxes; under the guise of balance high-quality sawlog with exceeding on average 16.5% more abroad was exported, than it is specified in declarations; actual volumes felled trees exceeded the volumes specified in logging tickets; nedopostupleniye in the budget made about 1.5 billion rubles^[6].

• In 1999 Kirillov using the military personnel of the Vyborg frontier group tried to take smuggling from Finland - the Polaris snowmobile, but the load was delayed by the staff of special division of the Russian customs. Later Kirillov paid the customs duty on the snowmobile, having recognized that that was its property. After this case, journalists began to call Kirillov "Vova Snowmobile".

• After emergence of information on Kirillov's appointment to a post of the head of Rosprirodnazor, Greenpeace of Russia opposed Kirillov's appointment. Then the deputy manager of Rosprirodnadzor Oleg Mitvol resigned. As the reasons the violations of the nature protection legislation by Kirillov proved by prosecutor's office were called. In 1997, holding a position of the head of administration of Vyborgsky district, Kirillov signed documents on selection of the land plot in the territory of the Roshchino forestry of Vyborgsky district with the gross violations of the legislation of Konstantion Ltd. In essence, the administration under the guise of lease made illegal transfer of forest lands in not forest and transfer their Constantius for the purpose of the subsequent sale of land^[7].

• In January, 2008 the deputy head Rosprirodkontrolya Oleg Mitvol submitted the resignation letter at own will in connection with Kirillov's appointment, but the statement was not adopted by the minister Trutnev.

• On February 20, 2008 Oleg Mitvol urged Trutnev to cancel "contradicting the federal legislation" orders of Kirillov who prohibited to the deputies to send appeals to prosecutor's office and courts behind the signature. As it was told in Mitvol's letter, "effects of these solutions are expressed in blocking of all initiative appeals sent by Rosprirodnadzor and its territorial authorities to law enforcement agencies including to courts"^[6].

• In June, 2008 Kirillov underwent criticism for the fact that brought absolutely unqualified command consisting of the rowdy Mikhail Kurzhiyamsky into Rosprirodnadzor, the waiter Vladimir Leonov and the cleaner of a skin and venereologic clinic^[8].

Is fond of hunting and fishing,^[6] plays tennis].
