2012: Start of Project
In November, 2012 in the Government of the Voronezh region implementation of an automated system "PARUS is begun there is Personnel management of public service". Within the project full accounting of personnel resources of all executive authorities of the region (32 departments) in the unified information system will be organized.
The implemented solution gives the chance to automate practically all directions of personnel activity of state bodies: the basic accounting processes connected with revenues to service and its passing; planning and control of preparation, retraining and advanced training; maintaining information on a talent pool; formation of the public servants given for the register. The functionality of the software product allows to prepare quickly different references on personnel structure and organizational and regular structure, to reveal problems in the field of personnel work (for example, a high staff turnover), provides control of observance of regulatory legal acts.
A system will be constructed by the principle of "The uniform server", specialists of regional departments will work in the single database. This architecture will provide:
- significant savings of financial and labor resources at the expense of the centralized administration and updating of a system;
- high-quality accounting due to use of uniform accounting policy, regulations and report forms;
- direct access to accounting information (in different cuts), necessary for the analysis and decision making by the management of the region.
Let's note that today a system PARUS is applied to personnel management of public service in personnel divisions of public authorities of 34 subjects of the Russian Federation.
2016: Project Results
In the Government of the Voronezh region based on software "PARUS" the single system of management of public service for 32 regional authorities is created.
System implementation allowed to reduce finance and labor costs due to single data entry and the centralized administration of a system and also to increase quality of personnel management. Today to specialists of authorities of the Voronezh region all necessary information is available to staff rotation to planning and the analysis of activity of public servants, in particular, to scheduling of holidays, business trips, actions for management of development of government employees at any moment.
The single database provided reaching qualitatively new level of selection of candidates for substitution of vacant positions. Maintaining a talent pool and candidate screen on the scale of uniform interdepartmental information space of area are automated. And a system performs search not only among the candidates included in lists of a talent pool but also among other categories of the government employees satisfying to key parameters of search, such as experience, education profile, existence of certification, place of residence, etc. The list of potential candidates forms within 1–2 minutes.
In a system different mechanisms, convenient for personnel officers, for example, automatic recalculation of long-service bonuses at change of an experience of employees are implemented. At the same time the list of government employees on whom in future reporting period specialists of HR departments need to prepare orders about change of the allowance forms.
The problem of integration of software "PARUS" with adjacent information systems, in particular with an automated system of documentary providing the Voronezh region (the EXPERT of preschool educational institution) and the Portal of open data of the Voronezh region is solved.
Alexey Samorokovsky, the associate director of autonomous organization "Information and Technology Center of the Voronezh Region" comments: "The state information systems become more and more, electronic interaction between them soon will become not just most efficiently of data exchange every year, and unique. It is obvious that our personnel system will be used as a source of reliable information for other internal and external systems. Therefore the transparent architecture and open access to structures of the IC "PARUS" which significantly simplify mechanisms of its integration with other resources is extremely important for us".
Connection to a single personnel system of municipalities of the Voronezh region is in the long term possible.
