2016: In Ukraine ID cards replaced passports

Ukraine finally passed to electronic identity certificates in the fall of 2016. Since November 1 in Ukraine will cease to issue passports of an old sample. They were succeeded by ID cards.

According to the resolution of the Cabinet of Ministers of October 26, now at registration, replacement, recovery of the passport citizens of Ukraine will receive ID cards[1].

Information on electronic identity certificates will be placed in two languages: Ukrainian and English. Marks about defects of the ID card will not contain.

Ukrainians will receive the first electronic passport in 14 years.

Design (including instead of lost) and exchange of the electronic passport, except execution of the passport of the citizen of Ukraine for the first time, within 20 working days costs 87 UAH ($3.4 of the USA), in 10 working days – 174 UAH ($6.8 of the USA — a comment of DR). Ukrainians can issue the electronic international passport not later than in 20 working days from the date of execution of the request questionnaire for 253 UAH (nearly $10 of the USA) in time. It is provided as well the accelerated service. For production for trip abroad of the ID card within 7 working days – 506 UAH (nearly $20 of the USA)[2].

2012: About the unified state demographic register

On November 20, 2012 the Verkhovna Rada of Ukraine adopted in the new edition the bill "About the Unified State Demographic Register" which provides introduction of biometric passports. 243 deputies at minimum necessary 226 voices voted for the relevant document.

Deputies approved the bill taking into account amendments which were made on November 19, 2012 by the president Victor Yanukovych (they carried, generally technical character).

On November 29, 2012 the head of Ukraine Victor Yanukovych signed law No. 5492-VI "About the Unified state demographic register and documents which confirm citizenship of Ukraine, prove the identity or her special status".

According to the law adopted by the Verkhovna Rada on November 20, 2012 the passport of the citizen of Ukraine should be made in the form of the ID card containing the contactless electronic medium of information with data of the owner. The international passport, driver's licenses and some other documents will also be translated to a biometric basis.

In the law it is specified that the right to failure is guaranteed to persons which because of the religious beliefs refuse entering of information into the contactless electronic medium implanted into the corresponding form of the document against obtaining such document or against entering of information into the contactless electronic medium. In this case the relevant document which is not containing the chip is issued to the person.

Biometric documents will begin to issue to Ukrainians since January 1, 2013.

Documents based on the register

According to the adopted bill in Ukraine several document types, including the passport of the citizen of the republic, the international passport and driver's licenses which the chip with the biometric parameters of the owner written on it will be built in will be transferred to a biometric basis.

According to Kommersant Ukraine, the biometric national passport will be made in the form of the ID card. It will become the uniform document for adults and children - will replace the certificate of birth and will be made out to all children at their registration. At the same time in the children's passport, as well as in normal, there has to be a photo.

According to "Komsomolskaya Pravda in Ukraine", biometric documents will begin to issue to Ukrainians since January 1, 2013. Exchange of paper national passports for polycarbonate ID cards will be gradual. New documents will issue to people up to 45 years as there is a need to paste photos (now it is required in 25 and 45 years) or at will. Biometric passports will issue to those who after January 1, 2013 will be 16 years old at once[3].

Whether it is possible to refuse the biopassport

Meanwhile, deniability of citizens from similar documents for religious reasons is provided in the law (earlier it was reported that many believers acted against information on them was brought in chips). Will issue to this category of citizens the plastic card without chip and also international passports of a current sample.

In the fall of 2011 Victor Yanukovych already vetoed the law on biometrics. The head of state then doubted need to use biometric data in national passports. Also, as Kommersant writes, referring to protests of human rights activists, Yanukovych objected to introduction of the single database with detailed information on citizens. In edition of the law of November, 2012 both contentious clauses remained.

Cost of biodocuments

Critics of the bill also paid attention to high cost of transition to biometric documents. The author of the bill "regional" Vasily Gritsak reported that for citizens of Ukraine the international passport will approximately cost 350 hryvnias (about 43 dollars), internal - 65 hryvnias (8 dollars). The current state fee which is collected for payment of the international passport at its not urgent design, twice less.
