Biography

Was born on July 22, 1956 in Moscow, Russia.

Education

1977 - graduated with honors from the Omsk higher school of militia of the Ministry of Internal Affairs of the USSR in Jurisprudence.

1980 - graduated from Ministry of Internal Affairs Academy of the USSR.

Scientific degree

Doctor of jurisprudence. Candidate of Technical Sciences.

Thesis: "State and legal and organizational problems of functioning and development MINISTRY OF INTERNAL AFFAIRS Russia".

Career

1973 - 2001 - continuously served in internals at different positions.

1997 - 1998 - the deputy chief of General staff MINISTRY OF INTERNAL AFFAIRS Russia.

1998 - 1999 - the chief of the Main organizational and inspection Department of MIA of Russia.

1999 - 2001 -^[1].

2001 - the president of JSC Region.

2002 - 2003 - the vice president of AFK "Sistema" joint-stock financial corporation (one of the largest groups in Russia, owns share blocks of MTS, MGTS, Intourist and many other structures).

Since 2003 - the chairman of the board of Interregional fund of presidential programs.

2007 - 2011 - the deputy of Legislative Assembly of the Tver region of the 4th convocation.

Since 2011 - professor of department of the constitutional and municipal right taught in the Moscow University of the Ministry of Internal Affairs of the Russian Federation.

On June 16, 2012 it is appointed the secretary of state - the Deputy Minister of Internal Affairs of the Russian Federation.

Social and political activity

On September 24, 2012 - participated in a meeting at which the criminogenic situation in the region was discussed, specific objectives for quality improvement of work of police^[2] are set^[2].

November, 2012 - on the Internet there was a video on which the representative foreign car with number A099MP 97 RUS assigned to Igor Zubov tries to put before the police officer of VAZ-2114. As reported in the Ministry of Internal Affairs, during the incident the driver of BMW went one: his chief was in a business trip. As a result the driver who organized "a duel for a band" with the car of traffic police is discharged from office^[3].

On October 25, 2012 - for the first time arrived in Yekaterinburg with an official visit. Took part in opening of a museum complex of history of militia/police of Central Ural Mountains in the building on Marshal Zhukov Street, 4 "and"^[4].

On October 20, 2012 - submitted the law on an order of provision of pensions of staff of bodies of internal affairs in the lower house of parliament^[5].

Interesting Facts

June, 2012 - in Tver thundered scandal - unknown with the TT gun shot Igor Zubov's apartment. Nobody suffered, found guilty persons, some said about falsification and "a pre-election show", others pressed on the fact that all this intrigues of enemies of the colonel general^[6].
