Interferes with start of Command 112 in Kostroma lack of communication channels

NIS Kostroma created by NIS GLONASS and the Government of the Kostroma region for project implementation on implementation of "The system of the emergency reaction" successfully completed testing of the solution Command 112 and it is ready to commercial operation, after receiving necessary communication channels under short number 112. The chief executive of department of management of regional projects of NIS GLONASS Mikhail Tolmachev told about this TAdviser on November 30, 2012.

Project Progress

According to Tolmachev, the main part of implementation passed since the end of 2011 along with development of the standard project for federal level. "In test operation the project since June, 2012. Now all tests are undergone and it was necessary only - to receive trifle communication channels for the short number, but the administration of the region is engaged in it", - Tolmachev told.

It is planned that already in the first quarter 2013 a system will be brought into commercial operation. "Then residents of Kostroma and area by the short number will be able to call to the aid in emergency situations", - Tolmachev continued.

Functionality of a system

The implemented system allows to trace calls, in the automatic mode and in the course of acceptance of a call to redirect the request to this or that service. Also she allows to make some recommendations calling according to data which it provided, for example: how to behave at the fire or what to do with the victim with an explicit fracture of extremities.

Dispatching system is constructed in such a way that it is possible to transfer everything to a cloud on outsourcing or to use in the DPC.

"Now in Kostroma 4 jobs are set. Over time one more regional city and the number of the employees connected to the solution will be connected to a system, will reach 12 people", - Tolmachev told.

Cost

According to Mikhail Tolmachev, a system costs much, however this high cost develops generally because of need to select communication channels for the short number and also delivery of server base. "I want to note that we do not limit the client on any certain equipment. We are mulvtivendorna and are ready to work with what will be selected by the customer", - he told.

The approximate amount invested by the region on implementation, Tolmachev did not open.

Analogs

In the market there is Command 112 analog - it is solution System-112 developed by NVision. The press service of Rostelecom of TAdviser reported that for December, 2012, a system is implemented in five regions of Russia: Voronezh region, Kemerovo region, Kursk region, Chelyabinsk region, Udmurt Republic. And ten more more regions integration is conducted.

By Tolmachev's recognition, NIS GLONASS works in partnership with Rostelecom according to this solution. Rostelecom told that within cooperation of the company execute the following events:

• Information exchange
• Organization of process of assessment of a current status
• Planning of actions for deployment, approbation of a system, etc.
• Joint participation in projects on system deployment.

Now the Command 112 system in different degree of readiness is present at four regions: Yaroslavl region, YaNAO, Smolensk region and Tyumen. In Novosibirsk the government in selection process of vendor for the project. According to media, the Government of Kalmykia will direct 46 million rubles which should be brought into operation by 2015 to system implementation of GLONASS. however about what system (ERA-GLONASS or Command 112) it is not specified.
