Ministry of Finance of the Sakha Republic (Keysystems: Byudzhet-WEB)

It is well-known that Yakutia is the biggest administrative and territorial unit in the world, and in its territory a number of uluses has the status of hardly accessible: more than 40% of the territory of the republic are beyond Arctic Circle, and republic extent from the North on the South exceeds 2500 km. Taking into account these circumstances experience of financiers of Yakutia who not only constructed is especially interesting, but also continue to develop actively the innovation "cloud" management system for the public and municipal finances.

Since 2007 the Ministry of Finance of Yakutia gives a priority to the most modern WEB TECHNOLOGIES and implements new projects based on own uniform data processing center. Today work of financial bodies of municipal entities and public institutions of the republic is organized through remote jobs on channels of a technology communication satellite network using options of WEB and SMART CLIENTS.

Within development of a system in the current year by Keysystems company preparation of a uniform information resource on design of local budgets (planning of expenses, forecasting of income) and formation of municipal tasks was fully completed. Automation of this important stage of budget process in uluses (municipal districts) in "cloud" option was performed for the first time in Russia in 2010, besides, such option of work fully meets the requirements of "The electronic budget". Today the Ministry of Finance of the Republic in real time has the complete information about budget statements of all municipal entities.

Now the issue of development of a system and implementation at the local level of the program and target principle of planning of the budget is on the agenda. According to a solution architecture, the block of program and target planning was installed in the Ministry of Finance of Yakutia as the next element of a single "cloud" information system. Specialists of Keysystems company together with the staff of financial bodies already prepared the necessary regulatory base and held a number of the training work seminars in a system for the first municipal districts (Mountain, Ust-Maysky and Suntar uluses). The Ministry of Finance of Yakutia is going to implement the same way a program and target method of drawing up budgets in other municipal districts, having refused deployment of the local systems which are not subject to integration and having the separate normative reference information. Thus, in Yakutia development of the unified information system corresponding to the fundamental principles of "The electronic budget" will continue.
