Biography

Was born in the Moscow region. Afterwards moved to Leningrad.

In 1969 completed training at high school N 469 of the Sestroretsk district of Leningrad. Graduated in 1974 from the Arctic faculty of the Leningrad highest engineering sea school of the admiral S.O. Makarov (in N of century the State sea academy of the admiral S.O. Makarov).

Career

Political activity

In 1975 it is elected the second secretary of the Ust-Kamchatsky district committee of the All-Union Leninist Young Communist League. Then it was sent to the Higher Komsomol school at the Central Committee of the All-Union Leninist Young Communist League from which graduated in 1979, having gained the honors degree about the higher political education.

In 1979-1983 it was elected the second and first secretary of the Vsevolozhsk city town committee of the All-Union Leninist Young Communist League of the Leningrad Region, worked as the head of department of sports and defense and mass work of the Leningrad regional committee of the All-Union Leninist Young Communist League.

In 1983-1990 worked as the instructor of department of administrative authorities, and then state and legal department of the Leningrad regional committee of the CPSU.

Since 1990 at work in customs authorities of the Russian Federation. Deputy chief of Northwest management of the State customs control of the USSR.

In 1993 it is appointed the head of department of the personnel and educational institutions of the State Customs Committee of Russia, and in 1996-2002 was the chief of the Northwestern Customs Office, the member of Board of the State Customs Committee of Russia.

In November, 2004 it is appointed the First Deputy Head of the Federal Customs Service of the Russian Federation. Under its management formation of modern customs authorities in the Northwestern Federal District, creation and formation of the Russian customs academy, development and enforcement of the unified information system of customs authorities were performed.

In 2000 the Decree the President of Russia Shamakhova V. A. gives the special rank the colonel general of customs service.

In 2002-2004 Shamakhov V. A. works as the rector of Northwest academy of public service and the head of the department of public service and the HR policy.

Since 2009 - the vice-chairman of the Board of trustees of Academy.

In April, 2007 Shamakhov V. A. is appointed the Deputy Chief of the Russian Government Staff. The decree of the President of Russia to it appropriates a cool rank of the valid state councilor of the Russian Federation of 1 class. At this stage of activity he participated in development and maintenance of a number of priority state programs, was the chairman of the All-Russian Council of municipal service and also as a part of some government commissions.

Since 2009 Shamakhov V. A. is the adviser and the vice chairman of the board of JSC JSB Svyaz-Bank, and in 2010-2011 the board member and the managing director of the St. Petersburg bank branch.

Since May, 2011 acting as rector of Northwest academy of public service.

Since September, 2011 - directors of Northwest institute of a RANEPA.

For January 10, 2013 holds a position of the rector of Northwest institute of a RANEPA.

Shamakhov publishes more than thirty scientific works and publications. He worked as the head of the department of financial strategy of Institute of the International business and the Right. It is elected the academician of the International academy of ecology and security, the honourable doctor of the state sea academy of the admiral S.O. Makarov, professor of Saint Petersburg State University of Economics and Finance and also the academician of the International Academy of financial markets of emerging economies (the University of New York).

Public activity

Shamakhov V. A. is the vice president of "Union of Industrialists and Entrepreneurs of St. Petersburg" public organization, the member of Presidium of Interregional public organization "Cross-industry Union of Transport Workers and Entrepreneurs" and the member of Public Council at the Municipal Department of Internal Affairs of St. Petersburg and the Leningrad Region. He is elected the President of The First Guild of Builders self-regulatory organization, the chairman of the Board of trustees of the St. Petersburg Charitable public foundation of support and development of the national park Pavlovsk and also the clubman of friends of memorial estates "Tsarskoye Selo" and "St. Isaac's Cathedral".

Hobbies and attachments

Great admirer of physical culture and sport. Since 1996 the president of Federation of tennis of North-West Region. Entered into Board of Directors of Football Club Zenit. Founder of the St. Petersburg club of judo YaVARA-Neva.

Awards

It is awarded Thanks of the President of Russia. It is awarded with nine medals, an award of the Lion of Finland, an award of Sacred Vladimir of Russian Orthodox Church and other distinctions.
