Project Goals and Objectives

The purpose of implementation of works on adaptation and software installation for the web portal was ensuring automation of the procedures connected with accomplishment of regulations of the Federal law of July 21, 2005 No. No. 94-FZ "About placing orders for the supply of goods, works and services for state and municipal needs" in a part: placements of information on placement of the state and municipal orders on the official site of the territorial subject of the federation; placements on the official site of the territorial subject of the federation of data from the register of contracts. The main objectives for ensuring support of a fabrication cycle of works on the organization, carrying out and control of procedures for placing orders for the supply of goods, works and services for state and municipal needs of Sverdlovsk region are:

• formation of electronic documents on the uniform templates providing input of the information required according to order placement stages on deliveries of goods, execution of works, rendering services, ensuring control of keyword parameters in documents with information on order placement, including terms of passing of stages of order placement;
• conducting electronic document management between the Ministry of Economy and Labour of Sverdlovsk region, the state and municipal customers when holding a procedure of order placement and ensuring carrying out audit with control of the statuses of the electronic documents which are being approved – availability to editing to the creator/auditor, registration of notes;
• formation of the register of contracts for deliveries of goods, execution of works, rendering services for the state and municipal needs of Sverdlovsk region;
• ensuring functioning of the WEB PORTAL, including display on the official site of Sverdlovsk region of information materials about order placement, the register of contracts, the register of the suppliers and other information materials connected with activities for ensuring the state and municipal needs of Sverdlovsk region;
• formation of the model of the printing edition intended for publication of information on procedures of order placement for the state or municipal needs of Sverdlovsk region;
• formation of set of activities reports on satisfaction of the state and municipal needs of Sverdlovsk region;
• differentiation of access rights of users to information resources, including support of confirmation of reliability of materials on order placement. Project implementation stages

Project Progress

Project implementation was made in three stages. At the first stage (August, 2006) the engineering design on creation and adaptation of the web portal was developed. At the second stage (September – November, 2006) according to the engineering design web - the portal was developed and adapted. The web installation - the portal at the customer and his transfer to trial operation is made. During the third stage (December, 2006 – February, 2007) completion and adaptation of the web portal according to the results of trial operation and also personnel training of the customer and transfer of the portal in commercial operation were made.

Project Results

• The project was implemented in a short time (August, 2006 – February, 2007).
• In December, 2006 the software of the web portal was set on the equipment of the government of Sverdlovsk region.
• In January, 2007 trial operation of the web portal by the state customers was begun: main managers of budgetary funds (MMBF) and authorized receivers of budgetary funds (ARBF).
• In February trial operation of the web portal as well municipal customers is begun.
• Since March, 2007 commercial operation of the web portal by all state customers (GRBS and UPBS) began.
• In April, 2007 the web portal was brought into commercial operation for all municipal customers.
• System implementation of the web portal allowed to automate activity of all bidders (GRBS, UPBS, inspection department of order placement of the Ministry of Economy and Labour of Sverdlovsk region, members of the commissions, etc.).
• Thanks to an external part of a system, information on order placement is provided in free access to all interested persons on the official site of Sverdlovsk region for placement of information on order placement (zakupki.midural.ru).
