2016: In Neoflex Adapters the functionality for interaction with GIS of housing and public utilities is expanded

The Neoflex company provides information exchange of banks with the State information system of housing and communal services (GIS of housing and public utilities) using a product – Neoflex ZKH Adapter.

This adapter allows banks to fulfill the requirements of Federal Law No. 209 "About the state information system of housing and communal services" of 7/24/2014 regarding immediate transfer to GIS of housing and public utilities of information on introduction of a payment for premises and utilities. To avoid penalties, banks are obliged to begin to transfer data on the registered payments on housing and communal services to GIS of housing and public utilities since July 1, 2016.

Neoflex ZKH Adapter is a part of a line of the solutions Neoflex Adapters which products allow to conduct electronic document management with the state departments. Neoflex Adapters supports electronic document management with Federal Treasury, FTS, FMS, FSSP, a Unified identification and authentication system, notaries and other departments on all available channels. Products from the structure of Neoflex Adapters were selected: UniCredit Bank, the MOSCOW CREDIT BANK, the Sviaz-Bank, Transcapitalbank, JSB ROSSIYSKY CAPITAL, CB Renessans Credit, Inteza Bank, "East express bank", the Union bank, Tatfondbank, the Asian-Pacific Bank — only over 25 largest banks.

Neoflex ZKH Adapter can be built in the existing IT landscape by own forces of the customer. With its help the bank can send without delay to GIS of housing and public utilities information on payment, cancellation or correction of payments for utilities, to request the status of processing of the sent notifications and data from a system. Also the product allows bank to request in GIS of housing and public utilities of data on the added payments (debt) of individuals and to run for search of the receiver of payments in the reference book of management companies. The product supports function of the electronic digital signature.

2014: Updating of the modules Neoflex Adapters

On July 30, 2014 the Neoflex company announced expansion of the list of ready-made solutions on work with state agencies.

The company released the new module Neoflex FNSCBAdapter, it supports complete document flow with FTS through Central Bank channel. Using this module clients in short terms provided support of the new requirements of the regulator concerning informing tax about opening of accounts of individuals.

Neoflex FNSAdapter is the ready-made solution considering all electronic documents between bank and FTS in the automatic mode, and the user interface and email notification allow business users to keep track effectively of the status of document handling in a system.

The functionality of Neoflex FSSPAdapter is updated. At the moment interaction with FSSP in electronic form is not obligatory for banks, but more and more credit institutions avoid paper document flow to electronic for decrease in operating costs and risks.

Upgraded version of a product included additions:

• the user interface with statistics about system operation which functions treat tracking of the status of documents in a system and fast transition to necessary documents;
• advanced search of documents;
• expanded navigation according to the connected documents, from a request to the answer, and back;
• expanded functions on setup and monitoring of completion dates of documents (business users can configure internal completion date of documents, more tough, than requires the legislation);
• flexibly configured in the email notification system.

The Neoflex Adapters system includes over 40 modules for interaction on all possible channels (SIEI, the Central Bank, B2B) with Federal Treasury, Federal Bailiff Service, the Federal Tax Service, Rosreestr, the Pension Fund of the Russian Federation, the Federal Customs Service, the Moscow portal of city services, Rosstat and the Notariate (The register of personal estate), etc.

The modules Neoflex Adapters allow to automate all business process of e-document flow, from unloading before data transmission, including enciphering and the digital signature. Work of unlimited number of users in uniform convenient, the intuitive interface, will require only the browser. It is simple to set the specialized solution and to develop easily, adding new modules. At the same time the Neoflex company guarantees technical support and timely updating of a system in case of change of requirements to e-document flow of the state departments.

According to orders of the Ministry of Justice of the Russian Federation No. 129―135 of 6/17/2014 and also the Federal law of the Russian Federation No. 367-FZ and 166-FZ of 12/21/2013, since 2/1/2015 the priority of meeting requirements of pawnbrokers is determined only by registration date of the notification in the Register of notifications on pledges of personal estate of Federal Notarial Chamber of the Russian Federation. In other words, these regulations make impossible the address of collecting on pledged property at absence in the register of information on pledge and put in priority position the pawnbroker who registered the notification before others in case the personal estate is a subject of several pledges.

Since July 1, 2014, an open part of the Register became available. Now each citizen of the Russian Federation can obtain information concerning finding of this or that personal estate in pledge, get acquainted with its history and also define the main participants of pledge.

Neoflex Adapters supports such business processes as:

• the direction to the notary of notifications (about emergence, change, the pledge termination);
• receiving from the notary of registration certificates of notifications;
• signing of electronic documents using the EDS of bank;
• tracking of the status of notifications and certificates;
• informing all participants of process;
• automatic handshake of notifications and certificates and is much another.

2013

Neoflex provided at the beginning of 2013 a product family of Neoflex Adapters intended for the organization of data exchange between banks and departments – participants SIEI (System of Interdepartmental Electronic Interaction).

Neoflex GISAdapter providing interaction between information systems of credit institution and the State information system about the state and municipal payments (GIS GMP) which is under authority of Federal Treasury became the first product from the Neoflex Adapters family. Information exchange with GIS GMP about payment and charge of the state and municipal payments is made through infrastructure SIEI. Since January 1, 2013 similar interaction is obligatory for banks that is enshrined legislatively in requirements 210-FZ "About the organization of providing the public and municipal services".

Considering that to SIEI several departments providing state services are connected, specialists of Neoflex developed a number of products on the platform, uniform with Neoflex GISAdapter, namely: Neoflex FMSAdapter – for interaction with Federal Migration Service, Neoflex FNSAdapter – with the Federal Tax Service, Neoflex FSSPAdapter – with Federal Bailiff Service, and Neoflex RosreestrAdapter – with Rosreestr. Using products from Neoflex Adapters line financial institution gets direct access to significant information on the existing and potential clients – to passport and registration data of individuals, the information about legal entities and individual entrepreneurs, about presence at the client of debt to budgets of different levels, about the possible penalties imposed on property and means of the client, etc.

The products Neoflex Adapters support different protocols of interaction: web services, file exchange, JDBC and IBM MQ protocols. Thanks to application of a data model, uniform for all products, need of setup of information exchange according to formats of separate departments is excluded. The products Neoflex Adapters are regularly updated in compliance with changes in the legislation and corrections of the interchange formats data with the state departments. Support of the implemented solutions is performed by Uniform technical support service of Neoflex within SLA.
