Neoflex GISAdapter

The Neoflex company provided in December, 2012 Neoflex GIS Adapter – the integration module providing interaction between information systems of credit institution and the State information system about the state and municipal payments (GIS GMP).

According to law 210-FZ "About the organization of providing the public and municipal services" since January 1, 2013 the Russian banks will be obliged to send information on payment of the state and municipal payments to GIS GMP which is under authority of Federal Treasury. The state fees, penalties and taxes of legal entities and physical persons belong to payments on which credit institutions should inform the regulator. Interaction of the systems of bank with GIS GMP is made through electronic services of the single System of Interdepartmental Electronic Interaction (SIEI).

The basic version of Neoflex GISAdapter guarantees to bank compliance to requirements of federal law No. 210-FZ and allows to automate sending information on payments to GIS GMP which is under authority of Federal Treasury. Neoflex GIS Adapter allows to automate completely process of information exchange, having provided to bank safe and high-performance connection with the GIS GMP resources and SIEI. The solution includes services at the request of charges and sending data on budget payments to GIS GMP, allows to create and verify the EDS for the transferred messages.

• Implementation is performed by specialists of Neoflex within 3 days.
• Implementation can be carried out by specialists of bank – necessary documentation is included in the delivery.
• The centralized help resource where comprehensive technical and organizational information about features of connection to the state departments using opportunities SIEI is collected is available to clients of Neoflex.
• Different protocols of interaction are supported: web services, file exchange, JDBC and IBM MQ protocols.
• Several options of integration are possible: on one of industrial integration buses, using freely extended integration software, on different application servers, without use of an integration bus.
• Maintenance of the implemented products is performed by Uniform technical support service of Neoflex on the terms of SLA with support of changes in the legislation.

The special offer on the product Neoflex GISAdapter does not extend to service of obtaining information from Treasury on presence at clients of bank of debt to budgets of different levels.

2015: There was a version of Neoflex GISAdapter according to formats 1.16.1 exchanges with GIS GMP

On June 23, 2015 the Neoflex company announced release of updating of the Neoflex GISAdapter software product of a line of Neoflex Adapters.

Requirements to new formats of version 1.16.1 of interaction about GIS GMPs which are becoming effective since July 1, 2015 were a part of Neoflex GISAdapter. Updating of Neoflex GISAdapter is available through a personal account of the user.

According to the requirements published in the document of Federal Treasury of March 10, 2015 since July 1, 2015 there is obligatory a "double" signing of the message the electronic qualified signature. Banks will have an opportunity, with entry into force of the document — to inform on a request of a payment status, sent to GIS GMP and in a foreground mode to obtain information on the status of payment processing in GIS GMP, its "kvitovaniya" with required charge. It will help to control quickly transfer of payments and to provide the relevant notification of clients of banks about charge "kvitovaniye".
