The implementation of the software product "1C: Salary and Personnel Management 8" was carried out in six separate divisions of enterprises in the cities of Kogalym, Pokachi, Urai. Automated personnel accounting and payroll calculation, as well as the formation of all necessary analytical reports taking into account the specifics of the enterprise with significant improvements to the standard software product. The following were finalized: a system of restricting access rights, a personnel register unit for integration with an external program of keeping timesheets, calculating piecemeal work, calculating the northern allowance, staffing table, leave records, personnel orders and forms of analytical reporting of personnel and labor and wages departments, etc. User guides on user roles in the system have been compiled for all the completed modifications. The enterprise information database is distributed and consists of 3 nodes, the main of which in turn is peripheral to the general automated system (consolidated database), which stores the credentials of all branches of BKE LLC. Before the start of implementation, a comprehensive survey was carried out, the introduction of separate units was carried out in stages over 2.5 years. The implementation took place with mandatory test calculation of wages during trial operation and subsequent commissioning.

Client-server information bases based on MS SQL 2008, a cluster of 1C servers is used, consisting of 2 servers and a cluster of 1C servers, also consisting of 2 servers. The 64-bit version of the 1C application server is in use.

June 18, 2015. The company "1C-Rarus" reported[1]" on the creation of a comprehensive system for calculating wages and personnel management in 6 branches and the central management apparatus of the drilling company "Eurasia." With the help of the solution "1C: Salary and Personnel Management 8," job lists and forms of personnel documents have been unified, new rules for calculating employee remuneration, uniform for all branches, have been developed. An accurate and timely calculation of surcharges and allowances, including for work in the Far North, as well as bonuses, remuneration and other payments for 13,500 employees, has been established. The company's social policy is clearly enforced. The formation of personnel documents has been simplified and accelerated. The quality of staff evaluation and development planning has improved. In addition, operational accounting of salary costs was organized, which made it possible to more accurately calculate the cost of "creating" each well and each meter of penetration.

Choice of the decision

Previously, each branch of the company used its own information system for payroll, applied its own rules for payroll and additional payments, and had its own organizational structure. It took a long time to collect, compare and consolidate data on the company. The preparation of consolidated statements was delayed. It was difficult to plan and control staff costs.

The management of the company decided to create a unified HR system for all divisions, which would make it possible to unify wage calculation rules and work with numerous documents: orders, vacation data, dismissal reports, certificates. It was necessary to accelerate the receipt of reports from branches, ensure the accuracy of accruals, eliminate potential errors, and expand the possibilities for analyzing information. In the area of personnel management, it was necessary to optimize the record keeping of vacancies, employment contracts and additional agreements with personnel. In addition, it was required to implement general rules for conducting training, certification and re-certification of employees, medical examinations.

As the basis for the new information system, the solution "1C: Salary and Personnel Management 8" was chosen. The implementation partner was the Samara branch of 1C-Rarus, with which the company has been successfully cooperating for several years.

For 3 years, the system was deployed at 250 jobs in the Central Management Apparatus in Moscow and six regional branches.

Project Outcomes:

  • The branches and the Central Management Office of OOO BKE have an operational exchange of information on personnel and settlement directories, registers and documents. The lists of posts, as well as the forms of personnel documents, have been unified. Business transactions, settlement procedure, accrual algorithms are regulated. New rules for payroll calculations and additional payments to employees have been developed, uniform for all branches. The differentiation of access rights to data depending on the authority of employees excluded the possibility of entering incorrect data into the system and ensured the protection of confidential information.
  • The new personnel structure of the enterprise includes more than 200 posts, which are distributed as follows: 20% - senior staff, 24% - specialists and employees, 56% - workers. Each job group has its own motivation scheme. For example, the wages of workers are calculated according to a piecemeal wage system. The amount of remuneration depends on the degree of difficulty in performing work, the established category of remuneration, the level of professional competence, the effectiveness of work and the results achieved. Performance is determined by the ratio of labor participation that increases or decreases the premium of each employee. As the results of work, the development of all employees of an individual team for a month of work (for production departments) or the implementation of the work plan (for other departments) is evaluated. Such a system of remuneration increases the loyalty of employees and motivates them to better and faster fulfillment of their tasks.
  • In addition to the basic salary, the system promptly calculates surcharges and allowances, bonuses and remuneration, social payments, material assistance, vacation pay, temporary disability benefits and other payments at the expense of the FSS, as well as records of wages in conditions other than normal. For example, part of the staff works on a watch basis in the conditions of the Far North, such employees are awarded a northern allowance and a district coefficient. The method of recording working time in the ISS (work in areas equated to the Far North) and RCC (work in the Far North) implemented in the system made it possible to organize payroll with accuracy up to the day the employee was in such conditions.
  • Despite the fact that the calculation methodology became more complicated, and the company's staff expanded as a result of the transfer of personnel from other enterprises of the holding - the new system helped keep the load of calculators at the same level. At the same time, the accuracy and speed of calculations increased. Wages for 13,500 employees are calculated quickly and accurately.
  • The system helps to monitor the provision of social assistance to employees and their families, including staff insurance and material support for pensioners - former employees of the enterprise. This helped to ensure clear compliance with the social policy of BKE LLC.
  • Accurate accounting of personnel costs is established by types of work (for main production) and by cost centers (for auxiliary production, general production and general economic expenses). Analytical accounting of payroll costs for each specific well is organized. This made it possible to more accurately calculate the cost of "creating" each well and each meter of penetration.
  • Management promptly receives consolidated reports on salaries and related taxes, as well as various analytical reports. This information helps management develop new solutions to improve personnel management. So, for example, the operational leave reports of all 13.5 thousand employees of the company helped to optimize the process of monthly calculation of leave reserves: the system implemented the calculation of leave days for harmful working conditions, automated calculation of leave balances on fixed-term labor contracts, and it became possible to keep records of unused leave reserves on any given date. Up-to-date leave reports for all staff have helped head office employees plan staffing reserves and payroll costs more clearly.
  • All labor contracts and additional agreements to them are stored in a single database. Now, when indexing, the system automatically generates additional agreements to contracts, which significantly saves the time of specialists. Many useful document and report templates have been created: for layoffs, for the movement of numbers and turnover of personnel, for personnel working on a watch basis, for staffing teams and others. The system also contains a large number of help templates that personnel departments regularly issue to employees. As a result, much less time is spent on the formation of personnel documents.
  • With the help of the new system, specialists of the personnel service assess the competencies, level of education and qualifications of staff and plan timely improvement of the skills of employees and attestations. Operational information on the training of a team helps management to more efficiently distribute work. In addition, control over the passage of primary and periodic medical examinations of employees has been strengthened.
