2023: Putin gives Chechnya ownership of airport operator in Grozny
President Vladimir Putin signed a decree on the transfer of ownership of Chechnya JSC Vainakhavia, the operator of the Severny International Airport in Grozny. The corresponding document was published on June 13, 2023.
In order to increase the efficiency of air transport support of the Chechen Republic, I decide to accept the proposal of the Government of the Russian Federation and the Government of the Chechen Republic to transfer to the ownership of the Chechen Republic 100% of the shares of Vainakhavia joint-stock company (Grozny) to attract investments by the Government of the Chechen Republic until December 31, 2026 in the amount of at least 7.14 billion rubles for the comprehensive reconstruction, construction and modernization of air transport infrastructure facilities at Grozny (Severny) International Airport named after A. A. Kadyrov, the document says. |
The operator of Grozny airport was previously excluded from the privatization program. The Federal Property Management Agency stated that, together with the Ministry of Transport of the Russian Federation, they carried out measures to transfer 100% of the shares of Vainakhavia JSC to the ownership of Chechnya, which "will allow the company to attract additional funding, as well as ensure the effective completion of the reconstruction of the airport."
By mid-June 2023, work continues on the reconstruction and construction of airfield infrastructure. It is planned to build a new and reconstruct the old apron to create 23 parking places, modernize and build paths for taxiing and towing aircraft, work on auxiliary airport infrastructure, aircraft maintenance and lighting.
The expected capacity of the new terminal is 1.5 million people, the capacity for domestic flights is up to 600 passengers per hour, for international flights - up to 400 passengers per hour. According to the schedule, the construction of the new runway should be completed by the end of 2024, the newest terminal - in December 2025.
The cost of the project exceeds 12 billion rubles. 7.5 billion rubles were allocated from the federal budget of 2022-2023 for the reconstruction of the airport.

The funds are planned to be allocated within the framework of the state program "Development of transport infrastructure." Amendments to the documents were submitted for consideration by the project committee of the transport part of the KPMI.
In 2020, the Cabinet of Ministers of the Russian Federation intends to allocate 97.5 million rubles for the design of the terminal; in 2021, project financing is not provided. The bulk of the work will begin in 2022, when 790 million rubles will be allocated from the budget, in 2023 - 1.3 billion rubles, in 2024 - 2.5 billion rubles.
The project will be implemented in stages. First, a terminal will be built, then the airfield infrastructure will be reconstructed. The total cost of the work will be 15.7 billion rubles.
As part of the implementation of the first stage, it is planned to build an airport complex, for which the budget will allocate 4.7 billion rubles.
