The finance department of the Tomsk region implements software tools of control and management of public finance

In finance department of the Tomsk region specialists of BFT company implement the project on implementing solution of control of public finance "ADC-Finance", the company contractor reported on March 11, 2013.

Initial position

Before implementation of the centralized platform execution of budgets of the subject and municipal entities in the territory of the Tomsk region was conducted is decentralized. At the same time in the subject and in all municipal entities, except ZATO Seversk, at the time of implementation work in the system of budget implementation "ADC-Finance" was carried out. Within the current project the centralized solution was implemented in Finance department of the Tomsk region and in financial bodies of municipal entities of area among which Verkhneketsky and Tomsk districts and also. Cedar and ZATO Seversk.

Solution

During the course of performance works in the centralized information and technical platform separate information spaces for budgets of municipal entities are created, data transfer from the local systems of execution of budgets "ADC-Finance" in the centralized platform is performed, role access for users to information is configured.

Result

Implementation of the centralized solution allowed to increase quality and effective management of budget process not only in finance department of area, but also in financial bodies of municipal entities of the Tomsk region due to standardization of the applied rules and regulations of the organization of budget process, to reduce time for obtaining reliable operational information about execution of budgets of municipal entities due to use of modern technologies for the organization of the centralized storage and information processing, to lower the costs connected with support of automated systems of management of budget process in municipal entities of the Tomsk region.
