Expansion of the functionality of the integrated budget execution system "ADC-Finance"
BFT-Holding, a Russian developer of software products and custom solutions for the public sector and business, has expanded the functionality of the complex budget execution system "ADC-Finance." The solution added a subsystem for analyzing information about payments received from legal entities, and also configured the transfer of information from the draft contract with a single supplier to external procurement management systems.
The modernization of the system was preceded by changes in legislation that introduced a single tax payment (EPP) for organizations and entrepreneurs. So, all funds that should go towards paying taxes, insurance premiums, fees, fines and penalties should be transferred in one payment to a single tax account (EN). At the same time, the Federal Treasury should take into account the aggregate obligation of the payer, as well as the funds for its repayment through the EPP. For the timely and error-free display of information, as well as for the prompt exchange of data with regulators, it was decided to develop the current version of the ADC-Finance system for integration with the information systems of the Federal Treasury and the Federal Tax Service in terms of automated receipt of information about payments received from legal entities to the budget.
Now the regional financial bodies-users of the "ADC-Finance" system can automatically accept and process information about payments received from legal entities that make up the sources of budget formation, and use analytics tools to assess their tax and non-tax revenues, gratuitous revenues and sources of financing the budget deficit at various levels of the budget system. The provision and receipt of information is implemented in an automated mode according to information from the FC in a structured format, the receipt of information on the EPP classification of organizations from the Federal Tax Service is implemented through SMEV.
The developed functionality will allow uploading the necessary reporting data in real time, receiving reporting forms, as well as conducting an operational analysis of information about payments received from legal entities. The information can be grouped in various analytical sections - by operating day, for the period, by budget, OKTMO, payer, recipient, administrators of budget revenues, BSC, etc. In addition, in "ADC-Finance" it is possible to automatically calculate the amounts to be credited to the corresponding budget of the budget system of the Russian Federation, as well as analyze the amounts with the ability to go to the primary documents. Users of the system do not need to perform any additional data import operations - all the necessary information is stored in a centralized storage, which allows you to quickly access it and get the necessary information in a matter of minutes. commented Alexey Tikhonov, Director of the Financial Systems Department of BFT-Holding.

Another block of work on the development of the solution was devoted to improving the mechanisms of interaction between the financial authority and the customer during control under parts 5 and 5.1 of Art. 99 44-FZ. BFT-Holding has developed and connected to the "ADC-Finance" circuit a subsystem that allows additional control, generating and transmitting control results using electronic document management to external procurement management systems when receiving draft contracts with a single supplier. This will allow customer agencies to quickly obtain information on the state of control of draft contracts by regulatory agencies and timely and accurately display information in the register of contracts, including under contracts with a single supplier.
Integration with "BFT. Top"
On January 10, 2023, BFT-Holding, a Russian developer of software products and custom solutions for the public sector and business, expanded its portfolio of solutions working in conjunction with the line of ACC systems. Users now have access to the updated BFT.TOP system for online electronic signature of documents, as well as the expanded functionality of the accounts payable accounting unit.
According to the company, another addition to the product family of BFT-Holding systems was the implementation of expanded capabilities of the accounts payable accounting subsystem in the conditions of mandatory electronic billing. The prerequisite for the development was changes in the 44-FZ "On the Contract System," which designate electronic acting as a mandatory condition for the execution of contracts concluded based on the results of electronic procedures. 2022: Expanding the functionality of the information interaction subsystem
On August 25, 2022, BFT-Holding announced that a number of subsystems were developed to ensure a social order, a service for checking counterparties, and the functionality of the information interaction subsystem was expanded.
The BFT PIV information interaction subsystem automates the interaction of the ADC-Finance BFT Holding budget execution system with any external accounting systems. It makes it possible to exclude the manual work of a specialist from this process: messages and documents intended for sending are generated in the background according to the specified algorithm. Single entry of information and identity of documents content in systems is provided. When transferring documents through BFT.PIV, a transport signature is superimposed on them, which makes it possible to guarantee the invariability of information and its legal legitimacy.
In this case, information interaction between systems takes place in asynchronous mode. BFT accumulates all messages to be sent until the accounting system receives a request for transmission. Accordingly, messages are delivered when needed. This is a transition from classic file sharing to an information interaction service.
The bundle of "ADC-Finance" and the accounting system can be supplemented with a system for storing and providing electronic documents "BFT.e-Archive." In this case, all reference documents attached to electronic documents will be placed in a centralized document storage service, and only links to them will be transmitted between interacting systems. Thanks to this, in the information space of financial management, the principle of one-time saving of files and using one version of files is implemented. Switching to the exchange of links to reference documents also reduces the load on communication channels and increases the speed of document exchange.
BFT-Holding has expanded the functionality of BFT.PIV. As of August 2022, this subsystem can be used for information interaction between several accounting departments, as well as between the budget execution system and industry systems - for example, to organize the process of calculating subsidies in the field of housing and communal services.
The service of checking counterparties allows at any stage of fulfillment of the obligation to track changes that occur with the counterparty: changing details, changing the composition of founders, getting into the list of unscrupulous suppliers, the presence of arrears in taxes, fines and penalties and a number of other indicators.
You can connect the service through the API to the information systems "ADC-Finance" or. BFT Purchases. "Using the service of checking counterparties allows you to inform users of the application system about any changes in information about the counterparty. Also, using the counterparty verification service, you can ensure the updating of counterparty details in the application system.
The service of counterparty verification is based on the management system of the unified regulatory reference information "BFT.ENSI." This system allows you to consolidate information from various open information resources, for example, the Unified Register of SMEs, the Register of unscrupulous suppliers and other resources. 2020: Modules: accounts payable accounting, information on regional and local taxes for the Federal Tax Service
On January 29, 2020, BFT presented five additional modules of the ADC-Finance budget execution system aimed at implementing the requirements of budget legislation. Among them are accounting for accounts payable, transferring funds to lower budgets for actual demand and other opportunities when working with the budget.

The Accounts Payable module generates universal reporting in different sections on the execution of primary documents, and also implements accounts payable control. Its functionality allows you to register primary documents from counterparties as delivery facts, reflect the payment made and information in contracts and contracts on their execution (in terms of delivery facts). State institutions can also form and register monetary obligations on the basis of registered facts of delivery, the developer claims.
- Information on regional and local taxes for the Federal Tax Service
The solution automates the formation of centralized reference information on regulatory acts on the establishment, change and termination of regional and local taxes. At the same time, the module allows transferring this information in electronic format, approved by order of the Federal Tax Service of November 22, 2018 No. MMV-7-21/652, to the relevant departments of the Federal Tax Service and related information systems. Thanks to automation, the time for submitting a report form is reduced. At the same time, a single center for storing and processing all reference information on taxes is formed.
- Information on payments received from legal entities
In accordance with the Budget Code of the Russian Federation, the financial authorities of the constituent entities of the Russian Federation and the authorities of municipalities, upon request, can receive information from the Federal Treasury about payments received from legal entities that are the source of revenue generation of the corresponding budget. The ADC-Finance system module automates the work with this information. It receives and processes information about payments received from legal entities, and also forms analytical reports to assess tax and non-tax revenues, gratuitous revenues and sources of financing the budget deficit.
- Distribution of funds in personal accounts by transferred powers
BFT has developed a module that will allow distributing the limits of budget obligations and the maximum amount of financing among the main managers of budget funds. For each of them, the module indicates the amount according to the limit of budgetary obligations and the maximum amount of funding (according to budget classification codes). The decision provides for the control of the movement of funds in 14 personal accounts, as well as the reflection of the use of subsidies and subventions by the managers of funds: limits, the balance of limits for expenditure and for financing, the maximum amount of financing, the balance of the maximum amount of financing for expenditure and financing.
- Transfer of funds for actual demand
Another solution from BFT company allows recipients of budget funds of lower budgets to form a request for the provision of interbudgetary transfers to ACC-Finance based on the actual need. Here, the transfer itself is carried out, viewing the list of requests for recipients of funds, monitoring the sufficiency of the balance of the listed amounts of interbudgetary transfers and many other functions. One of the key functions is to control the indicators of budget commitment limits and funding limits.
2019: Red OS and Red Database Compatibility
On November 27, 2019, BFT announced that, together with RED SOFT, it had tested the compatibility of the ADC-Finance budget execution system with the domestic operating system RED OS and DBMS Database. The results showed complete compatibility and are reflected in two-sided certificates.
Previously, BFT and RED SOFT have already conducted compatibility tests for their solutions. But after the release of a number of updates to the ADC-Finance and Red Baza Dannykh DBMS systems in 2019, the tests were repeated and completed successfully. As for the interaction of the BFT budget execution system with the RED OS operating system, this time the web version of the ADC-Finance system passed the compatibility test.

2018: Compatibility with the domestic operating system Red OS
BFT is testing for compatibility of the products of the ACC line and the domestic operating system RED OS, the developer of which is BFT's partner - the Russian company RED SOFT LLC. The first test passed the budget execution system "ADC-Finance." The test results showed full compatibility, which provides for users of "ADC-Finance" the ability to replace foreign system support with domestic one without compromising the created IT infrastructure for managing public finances.
2017: Information exchange with GIS Housing and Utilities
On October 16, 2017, Budget and Financial Technologies announced the expansion of the functionality of the ADC-Finance budget execution system. Opportunities for information exchange with the state information system of housing and communal services (GIS housing and communal services) have been implemented. The functionality is implemented using the service of the interdepartmental electronic interaction system (SMEV).
The interaction of "ADC-Finance" with the GIS housing and communal services allows you to implement the requirements of federal legislation and transfer the necessary information about the payment for housing and utilities directly to the GIS housing and communal services. As a result, labor costs for preparing information for transfer to the GIS housing and communal services are excluded.
The ADC-Finance subsystem will help to perform all the necessary operations within the required period and exclude labor costs from the financial authorities to prepare information for their transfer to the GIS housing and communal services.
In "ADC-Finance" also appeared additional opportunities:
- implemented functionality for accounting for the share of co-financing of funds from the federal budget in the execution of the budget in terms of spending funds
- the subsystem allows you to control the level of co-financing - its percentage is determined and appropriate checks are carried out.

Among the latest developments of the BFT is also the implementation of the subsystem "Formation and maintenance of a register of sources of budget revenues of the constituent entities of the Russian Federation (municipality)" of the budget execution system "ADC-Finance." This solution, as well as the previously implemented subsystem "Formation and maintenance of regional lists of state ( municipal) services and works" are also available for the planning system of the budget "ADC-Planning."

The Procurement Savings subsystem has been developed, it allows you to carry out operations to automatically reserve the amount of budget savings, which are formed based on the results of the supplier determination procedure in accordance with Federal Law No. 44-FZ. The resulting savings in the limits of budgetary obligations can be aimed at implementing the priority tasks facing the financial body. This approach increases the transparency and efficiency of budget spending, ensures its targeted use.
"Procurement Controls"
In accordance with Art. 99 of Federal Law No. 44-FZ, within a period of 10 days, the financial authority must approve procurement plans and monitor the compliance of budget commitment limits. To automate this process, the Procurement Control subsystem has been created. The functionality of the subsystem will allow financial authorities to monitor the compliance of information on the amount of financial support included in procurement plans with information on the amount of financial support for procurement, approved and communicated to the customer within the specified time frame, without violating the requirements of the law.
"Financial Authorities Reports"
The subsystem "Reports of financial bodies" - allows you to manually and automatically form more than 40 types of operational reports of the financial body. The possibility of legally significant electronic storage of documents and, if necessary, the provision of control bodies - the use of generated electronic reports is provided. The developers believe that the subsystem "Reports of financial bodies" can be a step towards the beginning of the transition to legally significant electronic document management.
"Monitoring the activities of institutions"
To ensure effective control over the financial activities of the subordinate network of institutions in terms of spending subsidies for the implementation of the state (municipal) task, other targeted subsidies and budgetary investments are allowed by the subsystem for monitoring the activities of institutions. This subsystem provides an opportunity for the founder (RBS, RBS) to list subsidies based on the declared needs of institutions and carry out operational control of their spending. In addition, the subsystem helps the financial authority to increase the efficiency of managing budget funds provided for in the founder's budget list for subsidizing the execution of a state or municipal task, other targeted subsidies and budget investments.
"PFC POS Matching"
BFT has developed the subsystem "Comparison of cash transactions with OpFC data," which allows you to automatically compare the data of the ADC-Finance system with the loaded data from the OpFC and display deviations or incorrect display of data in the context of documents and accounting transactions. This approach reduces labor and time costs for confirming cash transactions and allows, if necessary, to submit objections in a timely manner within the time frame provided for by law.
2016: ADC-Finance system and Tibero DBMS are being tested for compatibility

Subsystem "Comparison of cash transactions with data of the Federal Treasury"
To reconcile the amounts of cash payments from the budget and cash receipts to a single budget account, the Federal Treasury body monthly provides the financial body with Consolidated Statements of Cash Payments and Cash Receipts, Statement of Cash Payments from Budgets. Manual reconciliation of data requires significant labor costs from finorgan employees, and time limitations increase the risk of errors. The way out of this situation can be the implementation of solutions that automate these processes.
Automation of the process of reconciliation of the received information on cash payments and receipts with the relevant information available in the system of cash execution of the budget of the financial body, with the formation of a reconciliation protocol, will significantly simplify and speed up the work of employees of the financial body, will increase its efficiency.
A similar approach is implemented in the subsystem "Comparison of cash transactions with data of the Federal Treasury," developed by BFT for the system of treasury execution of the budget "ADC-Finance."
Cash accounting subsystem on bank cards
A large-scale update in the fall of 2012 of the functionality affected the budget execution system "ADC-Finance."
The system implements a new subsystem of cash accounting on bank cards, developed in accordance with the order of the Ministry of Finance of the Russian Federation dated December 31, 2010 No. 199. It provides for cash transactions using settlement (debit) bank cards, as well as the organization of electronic document management between the ADC-Finance system and the bank's automated system, which ensures the transfer of payments and statements in electronic form in the context of bank cards. In addition, a subsystem for comparing cash transactions with Federal Treasury data has appeared as part of ADC-Finance, which automates the reconciliation of the reports "Consolidated Statement of Cash Payments from the Budget (monthly)," "Consolidated Statement of Cash Receipts (monthly)" provided by the Federal Treasury body with the budget accounting data of the financial body (with the data available in the ADC-Finance system). The subsystem for monitoring the activities of institutions, also implemented in the budget execution system, is aimed at expanding the founder's tools for monitoring the financial activities of the subordinate network of institutions in terms of spending subsidies by the institution for fulfilling the state (municipal) task.
