Implementation of an automated instrument for maintaining agreements and monitoring the results of granting subsidies

On December 16, 2022, BFT-Holding announced the implementation of an automated tool for maintaining agreements and monitoring the results of the provision of subsidies, including grants in the form of subsidies, legal entities, individual entrepreneurs and individual producers of goods. The tool will help the financial authorities of the regions to expand the ability to control the distribution of GRBS (the main distributors of budgetary funds) subsidies and the achievement of the results of their provision by the recipients. For GRBS, it will help to avoid the maintenance of agreements on paper, as well as the accompanying reduction in the cost of consumables and logistics due to paper paperwork.

Updated functionality of the systems of the ACC line

According to the company, according to expert estimates of the BFT, regional and local GRBS conclude about 2.1 thousand agreements with recipients of subsidies and about 1.1 thousand changes to them per year (on average in the region). Participants in the process of maintaining agreements submit monthly reports to agreements on the implementation of the action plan (12 thousand documents), a quarterly expense report (4 thousand documents), as well as other reporting (4 thousand documents). The region often conducts all this volume of documentation on paper. This entails additional costs for consumables, complicates control over the grant process, and complicates the preparation of data for analysis.

The subsystem, implemented on the basis of the software solution for planning the budget "ADC-Planning," will help the regions to transfer all stages of maintaining agreements and monitoring the results of granting subsidies to digital rails. With its help, the region will receive an automated tool for forming and maintaining agreements, which will help involve all participants in the process in a single electronic document flow.

The subsystem covers three categories of users and allows each party to agree on documents with the imposition of an electronic signature. The main category of users is GRBS, which, with the help of a solution, can form agreements for the provision of subsidies, including an action plan for achieving the results of the provision of subsidies, accept reports from recipients of subsidies on the implementation of agreements, and monitor the results of the provision of subsidies in accordance with the requirements of the order of the Ministry of Finance of Russia dated 29.09.2021 No. 138n.

The second category of users is the recipients of the subsidy. Within the subsystem, they can agree and sign the agreement on their part, as well as form and send the reporting provided for by the agreement.

The third category of users is the financial body, which monitors the achievement of the results of the provision of subsidies and grants, including in accordance with the requirements of the order of the Ministry of Finance of Russia dated 29.09.2021 No. 138n. For it, the subsystem provides advanced monitoring capabilities. Thus, monitoring of the results of obtaining a subsidy can be carried out according to a large set of parameters, setting them in a specialized AWS "Monitoring of the results of granting subsidies."

As of December 2022, the decision covers all types of subsidies and grants intended for legal entities, individual entrepreneurs, as well as individual producers of goods, NGOs and similar categories of recipients. The business process of providing a subsidy is launched with the formation of a GBRS agreement. Within the framework of the system, it undergoes preliminary checks for non-exceeding the amounts of budgetary allocations and limits of budgetary obligations, after which it is transferred to the recipient of the subsidy for approval and signing. Further, the agreement is approved and transferred to the budget execution system, where budget obligations related to it are formed and recorded. After that, the stages of execution of the agreement and assessment of the results of the grant are held.

Our solution makes it possible to provide the main managers of budgetary funds and financial authorities of the regions with the possibility of continuous monitoring and analysis of control events throughout the life cycle of the provision of subsidies - from the formation of an agreement to the assessment of results. The subsystem will help to take into account the regional specifics of the process of maintaining agreements, set up the necessary printed forms, as well as form reporting regulated by the order of the Ministry of Finance of Russia No. 138n.

The solution comes in two versions. The standard scheme involves the work of all participants in the process of maintaining agreements in the web client of the ADC-Planning system. In the extended delivery option, a separate information space is organized for the recipients of the subsidy.

Add a number of subsystems to ensure a social order

On August 25, 2022, BFT-Holding announced that a number of subsystems were developed to ensure a social order, a service for checking counterparties, and the functionality of the information interaction subsystem was expanded.

The processes of formation, financial support and execution of a social order are regulated by federal law No. 189-FZ of 13.07.2020 "On state (municipal) social order...," Decree of the Government of the Russian Federation of 13.02.2021 No. 183 "On approval of the Regulation on the structure of the register of performers of state (municipal) services in the social sphere..." and a number of other regulatory legal acts.

For these purposes, a unit for the formation and execution of a social order, which includes several subsystems, has appeared as part of the ADC-Planning software package designed for planning the budget of a region or municipality.

  • The subsystem of forming and maintaining a social order in an automated mode analyzes the composition of services to be included in the state social order, and forms state social orders for the provision of public services in the social sphere, with the possibility of their approval and approval. It allows you to make changes to a social order, sign documents with an electronic signature, form a printed order form, and upload orders to the Unified Portal of the Budget System of the Russian Federation (EPBS GIIS EB).
  • The subsystem for maintaining the register of service providers in the social sphere is designed to manage the register of social service providers in accordance with the social certificate: acceptance and approval by the authorized body of applications of potential suppliers to the register of performers in electronic form, inclusion and exclusion of performers from the register, formation and maintenance of industry and unified register of performers of social services in accordance with the social certificate, with the formation of the necessary print forms. The subsystem provides for the possibility of integration with departmental information systems in which information about social service providers is maintained.
  • The subsystem for monitoring the execution of a social order is designed to generate reports on the fulfillment of social orders with the necessary frequency, with details of information on the performers of social services.

Subsystems included in the Social Order Generation and Execution Block of the ADC-Planning system ensure the formation of state orders, their documentary support, maintenance of the register of social service providers and provision of relevant reports to the regulatory authorities.

2017: Expansion of functionality for the implementation of legal requirements

On October 16, 2017, Budget and Financial Technologies announced the modernization of the functionality of the ADC-Planning and ADC-Finance budget planning and execution systems.

One of the last subsystems created is the formation and maintenance of a register of sources of income during budget planning and execution. The register of sources of income is a set of information on budget revenues by sources of budget revenues of the budget system, formed during the preparation, approval and execution of the budget. In accordance with the legislative requirements, the subjects and municipalities of the Russian Federation are assigned the obligation to form registers of sources of budget revenues and submit these registers simultaneously with the draft Law (decision) to the Legislative (representative) body. The subsystem allows you to upload lists of sources of income from GIIS "Electronic Budget" and upload the register of sources of income of the constituent entity of the Russian Federation and the set of registers of sources of income of the municipality to the Ministry of Finance of Russia.

The opportunity to form and maintain regional lists of state (municipal) services and works was developed by BFT to implement the latest legislative requirements of the Budget Code of the Russian Federation. The user can integrate the process of forming and maintaining regional lists into the general process of forming state and municipal assignments of institutions of the constituent entity of the Russian Federation and municipal institutions and calculating subsidies for fulfilling state and municipal assignments. The functionality also interacts with the website of the Electronic Budget system in terms of downloading all-Russian lists of services.

To implement the latest legislative requirements of budget legislation, BFT has expanded the functionality of the ADC-Planning budget planning system. As part of the solution, it became possible to form and maintain regional lists of state (municipal) services and works.

Among the possibilities for the formation and maintenance of regional lists of state (municipal) services and works:

  • automatic and manual formation of regional services;
  • approval of regional services by the executive authority and the financial authority of the constituent entity of the Russian Federation, assignment of a register number to each service;
  • signing a register record with an enhanced qualified electronic signature of a person authorized to act on behalf of the relevant executive authority of a constituent entity of the Russian Federation;
  • making changes to the regional segment of the basic list of services.

Based on the services of the all-Russian and regional segments of the basic (sectoral) list of services in the system, state (municipal) assignments are formed and communicated to institutions.

Earlier, BFT experts created the module "Formation and maintenance of the register of sources of budget revenues of the constituent entities of the Russian Federation (municipality)." It meets the requirements of the Budget Code of the Russian Federation (Article 47.1 and Article 184.2), Decree of the Government of the Russian Federation No. 868 of 31.08.2016 and Order of the Ministry of Finance of Russia No. 164n of 23.09.2016. Municipalities and constituent entities of the Russian Federation are legally obliged to form registers of sources of budget revenues and submit these registers simultaneously with the draft Law (decision) to the Legislative (representative) body.

The module "Formation and maintenance of the register of sources of budget revenues of the constituent entities of the Russian Federation (municipality)" provides:

  • automatic generation of registers of sources of income on the basis of electronic documents of the ACC systems;
  • generation in the system of the register of sources of income in the form of an Appendix to the Law (Decision) on the budget;
  • information exchange of lists and registers of sources of income between the ACC systems;
  • use of a centralized solution for maintaining registers of sources of budget revenues of a constituent entity of the Russian Federation and municipalities.

Upon adoption of the relevant regulatory legal acts (formats and rules for interaction with GIIS "Electronic Budget" for uploading data from the List of sources of income to the Regional Information Systems for Managing State and Municipal Finances of the Constituent Entities of the Russian Federation have not yet been approved) the subsystem will allow downloading lists of sources of income from GIIS "Electronic Budget" and uploading the register of sources of income of the constituent entity of the Russian Federation and the set of registers of sources of income of the municipality to the Ministry of Finance of Russia.

2010: Release of the module "ADC-Planning WEB interface"

In October 2010, it was announced the release of a new module "WEB-interface of ADC-Planning," expanding the ability of users to work with a comprehensive system of automation and optimization of budget planning "ADC-Planning."

The use of the WEB interface provides the ability to: quickly and mass connect users; working on the system from any PC connected to the Internet; using any Internet browser running any operating system.

Users of the WEB interface will have on-line access to current directories in the financial authority and to reports, the ability for the BSS to track the status of documents when they are processed in the financial authority in On-line mode, end-to-end access from summary indicators to primary documents. "ACK-Planning WEB interface" is the ability to work in "ACK-Planning" from any workstation with mobile or session access to the Internet; cross-platform; the ability to use free software. Now access to the "ADC-Planning" system, as well as to "ACC-Finance," is possible through three access channels: WEB, On-line and Off-line.

The new products and services developed by BFT specialists are aimed at ensuring the ability to effectively and timely solve the tasks of state (municipal) management using high-quality and reliable information and technological tools. Thus, in the planning system of the budget "ADC-Planning," the financial authorities have access to the subsystem "AWS manager," designed to control the implementation of the schedule for the development of the draft budget for the next fiscal year and the planning period in terms of compliance with the deadlines for the implementation of the main stages of the preparation of the draft budget. The subsystem automatically informs the executors about the deadline for the action set in the schedule, and also controls the scope of work in accordance with the specified schedule. Based on the results of the execution of the works by the contractor, the manager can view the attached reporting documents to the draft Law (decision) on the budget and other reporting forms in the form of files in Word, Excel formats .

The next new technological solution of the Company is the "Phased transition to the program budget." The solution is intended to prepare for the transition of municipalities to the program-targeted principle of budget formation in accordance with the recommendations of the Ministry of Finance of the Russian Federation. The solution includes both consulting services (development of a long-term development strategy and socio-economic development programs, holding seminars and consulting on program-targeted budgeting, development of municipal and expertise of approved programs, etc.), and the subsystem "Analytical distribution of budget allocations for programs" implemented in the "ADC-Planning" system. This subsystem allows you to form a list of goals and objectives of local governments, a list of municipal programs, subroutines and main activities with the indication of responsible performers, flexibly distribute the amounts of budget allocations approved for the next financial year and planning period, form a draft program classification of expenses, and also form annexes to the Budget Decision in the program presentation.

  • Structuring and centralizing primary project information, budgeting in a single database with uniform document formats.
  • Organization of legally relevant electronic document management in budget planning processes.
