BFT.Zakupki is a comprehensive information system for organizing the procurement process, which allows you to fully automate all procurement processes in accordance with the requirements of Federal Law No. 223-FZ: from the formation of needs to the fulfillment of contractual obligations and the formation of control reporting. The system "BFT. Snacks" is included in the Unified Register of Russian Software.

223-FZ Compliance Controls Handbook

BFT-Holding on December 26, 2022 announced the update of the complex system for automation of procurement activities "BFT. Procurement." It added a specialized reference book "Controls for compliance with the requirements of 223-FZ." It will allow customers to collect all requirements from the procurement provision in a single information environment and automatically check purchasing documents for compliance with the necessary criteria.

The practice of conducting electronic bidding for 223-FZ regulates all business processes of procurement procedures. Thus, procurement provisions and standard provisions should be placed in the Unified Information System (UIS Procurement). On the UIS side, such information is stored in text format. This is a limited set of electronic document data that does not allow you to maintain automated controls for compliance with the requirements of procurement procedures.

With this implementation of the business process, purchasing specialists are forced to manually monitor and check a huge amount of incoming documentation, which significantly increases the labor costs of employees and can lead to human errors.

To solve such a problem, the latest update of the software complex "BFT. Purchases" included a specialized reference book "Controls for compliance with the requirements of 223-FZ." With its help, the system "BFT. Purchases" will allow you to display all these procurement provisions from the UIS in a single interface, as well as enrich them with additional information.

Thus, customers will be able to enter in the directory information on the timing of procurement procedures and the placement of documentation, and set up controls in it by to goods Russian origin, selections of mandatory quotas, conditions for placing procurement procedures from subjects small business and other criteria. Based on the controls issued, the system will alert the customer if the purchasing requirements have been violated and will help correct this information. This will significantly save time employees on the analysis of procurement documents and will avoid errors.

Ability to automate the full procurement cycle

BFT-Holding, a Russian developer of software products and custom solutions for the public sector and business, has modernized the BFT-Zakupki software complex. The updated system will allow customers of all levels and production areas to automate the full cycle of procurement activities and bring it in line with the 223-FZ, representatives of BFT-Holding said on September 8, 2022.

The system "BFT. Procurement" is designed to organize the full cycle of the procurement process - from planning procurement and determining the supplier to monitoring and analyzing the results obtained from the execution of contracts in accordance with the requirements of the 223-FZ. The system allows you to automate all procurement processes and organization, as well as give access to them according to the principle of a single window. With the help of the solution, end users will be able to ensure the openness of the procurement system, standardize all stages of procurement and, as a result, save by optimizing procurement costs.

Many organizations that conduct 223-FZ purchases use disparate information systems and services in their work. Some typical actions on demand generation, planning, procurement and documentation maintenance of the organization are carried out manually. The lack of automation of the purchasing process prevents them from integrating purchasing into the complex business process of the organization. This makes the procedure long, opaque and poorly managed. At the enterprise, control over the sources of procurement financing and the target direction of spending of funds is difficult, verification for compliance with the requirements of the law is complicated and processes for the formation of reporting analytical documentation are poorly organized.

The software solution "BFT. Purchases" contains 6 basic modules, as well as several additional tools and modules that can be supplied for specific customer tasks.

Basic modules of the system:

  • Requirements Generation module - allows you to collect requirements for the purchase of goods, works and services of structural divisions for subsequent inclusion in the procurement plan. With the help of the designer, users can create a draft contract, as well as set the initial maximum price of the contract.
  • Purchasing Planning module - allows you to automate the planning, creation and approval of a purchasing schedule for placement in the UIS in the procurement area.
  • Module "Procurement" - allows you to automate the entire business chain from the formation of a procurement procedure requirement to summing up. With the help of the module, you can organize joint purchasing planning, generate purchasing documentation in the designer, and check purchasing participants against a set of criteria.
  • The " Contract Execution" module provides maintenance of the Register of concluded contracts, amendment and termination of contracts, maintenance of execution documents and claim documents. The module assumes the automatic formation of draft documents based on data from previously approved and signed documents, and also provides control over their compliance with each other.
  • Analytics and Reporting module - allows you to automate the preparation of routine reporting. Using OLAP analysis, data can be visualized as infographics.
  • Module "Accreditation of suppliers" - allows you to conduct a preliminary check of market participants and form a register of potential suppliers.

Additional modules include:

  • Counterparty accreditation module - designed to carry out the additional accreditation procedure for potential contractors.
  • Module "Directories and Classifiers" - contains references data from the Unified System of Regulatory Reference Information (ENSI) - all-Russian directories and classifiers, information on procurement methods, a directory of customer and counterparty organizations, directories financial analysts and others. content
  • Module "Regulations and Reporting" - contains reporting and analytical materials provided for by regulatory legal acts in the field of procurement.
  • Widgets module - are system widgets that can display the calendar of meetings of the procurement committee, the calendar of purchases and other information.

Safety

The security of access to information resource "BFT. Purchases" is provided using a single user authentication system based on its own security server or security server based on the software products of the company "Outpost."
