Purchase of licenses of Microsoft for 3.3 billion rubles

At the beginning of March, 2017 the Bank of Russia summed up the results of large purchase of licenses for software products of Microsoft. The relevant protocol is placed on the platform Sberbank-AST.^[1]

According to the published data, on an auction 3 requests arrived. Based on biddings made the best price proposal to Lanit - 3.347 billion rubles.

The Croc company also participated in an auction - its offer appeared on the second place. The name of the third procurement participant is not mentioned in protocols.

As a result of this purchase the Central Bank is going to provide itself with solutions of the American corporation until the end of November, 2021, i.e. almost for 5 years. For the amount sounded above the customer expects to obtain nearly 95 thousand licenses (installations) for different products, including on such as Office 365 Dynamics CRM Project Visio Windows Server Visual Studio SQL Server, Azure and others. In total – 37 names.

Licenses should be provided annually to the responsible bank representative no later than December 22.

As of March, 2017, this purchase is the largest acquisition of licenses of Microsoft among state departments and the companies with the state participation for all the time of observation which TAdviser makes for the last three years.

In 2016 purchase over 220 thousand licenses of the American corporation for a period of 3 years carried out Rosseti. Delivery cost then exceeded 2 billion rubles, and the collective participant as a part of companies "Softline Trade" (leader) and Lanit became the winner. For 1.777 billion rubles of the solution of Microsoft bought Rosatom. As the supplier the Croc company, the delivery period - acted 3 years.

In 2017 acquired VTB 24 bank more than 146 thousand licenses of Microsoft for 1.62 billion rubles. The I-Teco company acted as the only supplier.

Transfer of 50 thousand jobs to Windows 8

The Bank of Russia started plan development of migration of jobs of employees on Windows 8. In the project it is necessary to use VDI technology, the press service of Microsoft company reported on April 17, 2013.

Migration on Windows 8 is a planned course, - Oleg Krupenko, the head of department of development of program systems of Department of information systems of the Bank of Russia noted. - We consider that Windows 8 is important, in terms of evolution of operating systems, the version and to pass it – means strongly to delay updating of software products which are used in the Central Bank of Russian Federation.

Migration will provide an opportunity further to use the newest products of Microsoft, the latests version of office applications, means of communication and to provide the new services for users developed based on Windows 8.

Additional arguments for benefit of adoption of such solution became the advantages of Windows 8 revealed in a system analysis result which carried out the Bank of Russia: reliability, new means of information security and decrease in hardware requirements of a system in comparison with the previous versions of OS that complicated process of management of IT infrastructure of bank.

One more factor which influenced the decision on transition is an existence in Windows of 8 additional opportunities, such as virtualization of jobs of users both in a separate workplace, and in infrastructure of virtual desktops (VDI). According to Oleg Krupenko, use of virtualization will allow to reduce the cost of ownership of infrastructure of jobs and will increase quality and efficiency of service of users.

Transition to Windows 8 will begin after working off of questions of compatibility of application programs of bank with the operating system, questions of information security support and will take place step by step. In parallel with implementation the Bank of Russia will conduct user training to work on Windows 8 using internal and remote trainings.

Nikolay Pryanishnikov, the president of Microsoft in Russia, noted that the Bank of Russia as the most important financial institution of the country should have the IT infrastructure which is most promoting realization of goals of bank, and creation and maintenance of infrastructure using implementation of advanced technologies – a difficult task, in connection with complexity of an organization structure and wide geography of organizations.
