Content

The company Atlas Soft and Nova Group together with the companies "Rostelecom" and BARS Group within implementation of the regional program "Upgrade of Health Care of the Oryol Region for 2011-2012" brought into operation a part of the large project of automation of a health care system Oryol region on the platform EDMS "Etla", the press service of the company reported on April 19, 2013. As the platform for service of electronic document management EDMS "Etla" is selected.

Objectives

The main objective of implementation of service of electronic document management (e-document flow) in the Ministry of Health and subordinated organizations is:

  • need of accounting and storage of considerable information volume;
  • increase in efficiency of data processing;
  • efficiency of obtaining information;
  • increase in reliability of primary information;
  • gain of control of terms of passing of documents;
  • transfer of passing of documents in electronic form.

Terms

According to requirements of the customer e-document flow service should provide:

  • integration with regional infrastructure of the electronic government (SIA, SMEV);
  • automation of complete lifecycle of the document;
  • organization of collective work, including remote: joint development and the publication of documents, execution of tasks, cooperation within workflows and information exchange at forums, use of e-mail;
  • support of the paper and mixed document flow of health facilities;
  • registration and accounting of correspondence; work with draft documents in electronic form (creation, vising, signing).

In addition:

  • registration of the documents received by e-mail in the automated mode including signed with the EDS;
  • application of different templates of formation of registration number of the document;
  • imposing of resolutions, execution control, writing and viewing reports on resolutions;
  • transfer of documents for execution along the set routes;
  • quick search according to all details, a possibility of use and preserving of advanced search queries, search in contents of data, metadata;
  • sending notifications and notifications to users;
  • support of version control of documents;
  • systematization and classification of the documents registered in a system.

Besides, among requirements – a possibility of the organization of a personal workplace of the user (creation of personal folders, search queries, etc.), recordings of work of users with a system; write-offs in case and an ability to manage access for users to data and functions of a system.

Expectations

Implementation of service of electronic document management will allow to provide automation of complete lifecycle of the document of all health sector – the Ministries of Health of the Oryol region and its subordinated organizations and also will provide accomplishment of all above-mentioned requirements of the customer.

The Ministry of Health of the Oryol region will get advantages in management:

  • transparency of passing of documents;
  • end-to-end control of execution of documents;
  • uniform registration procedure of documents;
  • possibility of obtaining summary information and analytical information on all health facilities;
  • integration with a single state information system of health care;
  • integration with the system of interdepartmental interaction.

Restrictions

The Atlas Soft company provided the license for an unlimited number of jobs. For April 19, 2013 the Etla system will be used in 47 subordinated organizations of the ministry, the total number of at the same time working users should be not less than 10 thousand human.
