Content

The IBS group and JSC Rzhdstroy announced on April 24, 2013 replication of a management system for maintenance, repair and operation of fixed assets (ACS TOROIE) on the IBM Maximo platform in regional divisions of construction company and input of a system in production operation.

Reasons and investigation

Dynamic growth of business made more noticeable the factors complicating effective management of fixed assets. In particular, in Central office there were no operational reliable data about technical condition, maintenance costs, a consumption of fuel and lubricants, the actual use and location of fixed assets. The need for construction machines and mechanisms came to light just before the beginning of works. The lack of the uniform automated control system for maintenance, repairs and operation led to long terms of approval of requests for transactions with fixed assets that, in turn, was the reason of decrease in efficiency of use of the equipment. Besides, the automated system was necessary to increase the level of justification of investments into construction machines and mechanisms, to keep the analysis of expediency of lease of the equipment.

In September, 2011 in the company formulated the purposes and problems of automation of all business processes TOROIE. According to them, the automated control system should provide to Central office of JSC Rzhdstroy the instrument of control and motivation of personnel to more intensive use of own park of construction machines and mechanisms, accomplishment of bigger amount of works by own forces. It was required to provide justification of investments into acquisition of the equipment, in its lease and execution of works on a MRO (maintenance and repair). Also it was necessary to implement the system of the item-by-item cost accounting on maintenance, operation, the MRO to manage the cost of ownership of fixed assets on purpose more effectively.

Selection

The choice of IBS as partner in development and deployment of a system is made thanks to unique examination which the IBS command has. Specialists of Ibsimeyut an extensive portfolio of projects in the field of process automation of management of fixed assets could also offer the customer a full range of services, including certification of fixed assets, a regulation of key transactions and processes.

As the platform of creation of ACS TOROIE the solution IBM Maximo with the functional module Transportation which specialists of IBS implemented for the first time in Russia is selected.

For project implementation automation strategy, the work program is developed. The team of the contractor carried out a regulation of management of maintenance, repair and operation of objects of fixed assets: construction machines and mechanisms, a production equipment, the power equipment, transport, means of small-scale mechanization, real estate in the form of the land plots, buildings and constructions.

Project

After successful implementation of ACS TOROIE in pilot trust, in April, 2012 replication of a system on all divisions of JSC Rzhdstroy began. As a result the automated system covered Central office of JSC Rzhdstroy in Moscow, 19 construction and installation trusts and also 70 construction trains (which are structural divisions of trusts), operating in all territory of the country.

Implementation of ACS TOROIE allowed to carry out the deep analysis of structure and a status of fixed assets that gave the chance of formation of more reasonable investment program. Control and transparency of costs for a MRO were provided both by decrease in unreasonable costs, and increase in operational readiness of fixed assets. Increase in efficiency of distribution of the equipment between construction objects, structural divisions, trusts, increase in intensity of use of the equipment and consequently, increase in volumes of the performed installation and construction works is result of implementation.
