Bochkaryov Vasily Kuzmich is the former governor of the Penza region.

Biography

Was born on April 29, 1949 in the village to Iva Nizhnelomovskogo of the region of the Penza region, Russia.

Education

1968 - graduated from Alatyrsky timber technical school.

1973 - graduated from the Mari polytechnical institute majoring in "The engineer of forestry".

1994 - graduated from the Penza state technical university majoring in "The public and municipal administration".

1999 - graduated from the Penza state agricultural academy majoring in "Economy and management of agrarian production".

Career

1973 - the forest warden in the Penza region.

1975 - For 1976 - worked as the chief forest warden in Kameshkirsky district of the Penza region.

1976 - For 1977 - directed department of working supply of regional government of forestry.

1977 - 1980 - the chief of operation, the deputy chief of the Penza motorcade No. 1547.

1980 - 1987 - the chief of the Penza cargo motor transportation enterprise No. 2.

1987 - the chairman of executive committee of Zheleznodorozhny district of Penza.

1990 - the chairman of Railway regional council of People's Deputies.

1990 - the People's Deputy of the Russian Federation with assistance of regional committee of the CPSU.

1990 - entered into the deputy group "Civil society".

1992 - 1993 - was introduced into the Russian Unity block.

1991 - the head of administration of Zheleznodorozhny district of Penza.

1993 - ran for the head of administration of the region.

1993 - stood for the Federation Council of the first convocation on the Penza two-mandatory constituency No. 58.

1994 - the deputy of Legislative assembly of the Penza region of the first convocation on Railway constituency No. 2.

1996 - 1998 - the head of administration of Zheleznodorozhny district of Penza.

On April 12, 1998 - it is elected the head of administration of the Penza region.

On June 2, 1998 - on March 26, 1999 - the governor - the Prime Minister of the Penza region.

1998 - 2001 - the member of the committee of the Federation Council on science, culture, education, health care and ecology.

1999 - entered an initiative group of the All Russia block.

2000 - it is elected the member of political council of OPOD "Unity".

2001 - resigned authority of the member of the Federation Council of the Russian Federation.

On April 14, 2002 - for the second time it is elected to a post of the governor of the Penza region.

On May 14, 2005 - it is confirmed to the governor's post by deputies of Legislative assembly of the Penza region on representation of the President of the Russian Federation Vladimir Putin (the third term).

2005 - the member of council under the President of the Russian Federation on implementation of priority national projects.

2006 - the member of the Interdepartmental working group on the priority national project "Affordable and Comfortable Housing — to Citizens of Russia" at Council under the President of the Russian Federation for implementation of priority national projects.

2006 - dismissed the government of the region. This decision was made within creation of new structure of executive power which main innovation had to be organization of a post of the head of the government.

On April 29, 2010 - it is again confirmed to the governor's post by deputies of Legislative assembly of the Penza region on representation of the President of the Russian Federation Dmitry Medvedev (the fourth term).

On May 26, 2010 - the inauguration on the governor's post was held.

On May 25, 2015 left a post of the governor of the Penza region in connection with the expiration of powers.

From September, 2015 to June, 2016 the member of the Federation Council of Federal Assembly of the Russian Federation from the Penza region Represented executive body of the government of the Penza region to the Federation Council.

From October, 2015 to June, 2016 - the member of the committee of the Federation Council on agrarian and food policy and environmental management.

Death

Died on the 68th year of life on June 22, 2016, in Penza - in own house^[1].

Achievements in career

During Vasily Bochkaryov's governorship in the Penza region:

• new sporting venues (sports palaces of Burtasa and Olympic, the sports and ice complex "Golden puck", Pervomaysky stadium, the palace of water sports Sura, a number of the sports and improving complexes (SIC) and swimming pools, including outdoor pool of an euro-class, ice arena of "Diesel-Arena" on 5500 seats, the new building of the Penza regional library of M.Yu. Lermontov, medical institutions (The federal center of cardiovascular surgery, the Regional diagnostic center), the enterprises were built (Ochakovo brewery, a hothouse complex on a flower cultivation in the Moksha area), shopping and entertainment complexes, there is a construction of the new bridge through the Sura River in Penza;

• restoration of the memorial estate "Tarkhany" in Belinsky the region in which M.Yu. Lermontov grew up, of Troitse-Skanov of the monastery in Narovchat, buildings of Nobility assemly (in it the Regional legislative assembly was placed), the Governor's house (in it the branch of regional art gallery opened) and the Museum of one picture in Penza is performed;

• monuments to the Soviet hockey player Yury Moiseyev, the Russian historian Vasily Klyuchevsky, the Penza militiamen, the museum of the Soviet military equipment under the open sky are set;

• Pyotr and Pavel's Orthodox church in the residential district Arbekovo, Mikhail Arkhangel's chapel at Victory Square in Penza is constructed;

• there is a construction of the new building of the Penza regional philharmonic hall on 753 seats, the cinema and concert hall "New Plaza" on 1600 seats, the Palace of Power Single combats on 1200 seats, the Spassky Cathedral (destroyed in 1934) and the Cathedral mosque in Penza.

One of initiators of creation in the Federation Council of Committee on questions of improvement of a system of the state construction.

The coauthor of a number of federal bills, actively propagandizes ideology of direct federal board in the Russian Federation.

In economic policy tries to obtain a statement and improvement of the market relations.

Public activity

On February 2, 2013 - participated in the presentation of a unique photo album of the famous local historian and heraldic officer Igor Shishkin "Penza. Going through an old album... Photos of the 1860-1910th". Speaking at a ceremony, the head of the region emphasized the importance of studying of history of the region for preserving of cultural identity of its people and also noted professionalism of the author of the edition in work on the photochronicle^[2].

On March 18, 2013 - participated in the festive event devoted to celebration of Day of the worker of trade, consumer services of the population and housing and communal services^[3].

On April 17, 2013 - participated in a grand opening of the VII interregional trade fair "Penzagro — 2013" which took place in the Penza center of scientific and technical information^[4].

On April 19, 2013 - participated in the closing ceremony of the III Interregional forum "INNOMED - 2013"^[5].

On April 19, 2013 - took part in special clearing of a card of the doctor and artist Andrey Bilzho, released the limited circulation specially to opening of the forum Innomed. Within the forum the presentation of the federal affiliate program of FGUP Russian Post and Liniya Zhizni charitable foundation took place, on rescue of seriously ill patients of children with cardiovascular diseases "From heart to heart"^[6].

Interesting Facts

• 2005 - the governor Bochkaryov promised to make area "the meat capital" of Russia: cows from Australia on 5000 dollars for the head who were let later on a face were purchased. As a result of such "master's" approach damage in 300 million rubles is caused to the regional budget.

• 2006 - construction of the Pink Capital project caused damage to the budget of the Penza region in 1.1 billion rubles, the contractor of the project of Center of Investments and New Technologies LLC is in insolvency proceeding.

• The provincial bank "Tarkhany" in which Bochkaryov's family possessed 38% is in a stage of sanitation of DIA, damages to the state are assessed at 2.6 billion rubles.

• 2009 - was marked by construction of the bridge through the Sura River intended for evacuation in case of state of emergency of personnel from the plant on processing of chemical weapon (village of Leonidovka). Money is mastered, the bridge is not built.

• All delicious construction projects financed from the budget in the Penza region are executed by SKM group (controls a water utility and all housing and public utilities of Penza), which is lobbied by the governor Bochkaryov. Among the sign objects which are not deprived of governor's guardianship: The Penza drama theater and the ice arena Diesel Arena - on their construction "sawed a bit" up to 40% of budget money.

• According to sociological polls, the head of the region has zero rating^[8].
