Biography

Was born on August 25, 1950 in Tambov, Russia.

Education

1972 - graduated from the Tambov institute of chemical mechanical engineering.

1977 - completed postgraduate studies at the Moscow research physical and chemical institute of L.Ya. Karpov.

Graduated from the Russian-American business school and administration management at the Tambov technical university.

Scientific degree

Candidate of Chemistry.

Doctor of Economics.

Defended the doctoral dissertation on the subject "System Conversions of Mechanisms of Regulation and Management of the Interbudget Relations in the Russian Federation".

Career

1977 - the senior research associate of the Tambov scientific research institute of chemicals for polymeric materials.

1981 - at party work, was the assistant to the first secretary of the Tambov regional committee of the CPSU, the first secretary of the Kotovsk district committee of the CPSU.

1987 - graduated from the Rostov Higher party school.

1990 - at the Constituent congress of the Communist Party of the Russian Soviet Federative Socialist Republic it was elected the member of the Central Committee of this batch.

December, 1991 - the deputy head of administration of the Tambov region concerning economy and management.

January, 1992 - the first deputy head of administration of the Tambov region concerning economy and management.

March, 1995 - the decree of the Russian President Boris Yeltsin was appointed by the head of administration of the Tambov region.

December, 1995 - on elections of the head of regional administration conceded in the second round to the communist Alexander Ryabov.

1996 - 1998 - the head of department of Federal Treasury across the Tambov region.

On July 13, 2005 - by deputies of the Tambov region duma on representation of the Russian President Vladimir Putin it was unanimously confirmed to the post of the governor of the region for new term.

On June 7, 2010 - by deputies of the Tambov region duma on representation of the Russian President Dmitry Medvedev it was again confirmed to the post of the head of administration of the Tambov region.

On May 25, 2015 Russian President Vladimir Putin accepted early resignation of Betin from the governor's post Tambov region at own will.

Public activity

On November 28, 2011 - participated in a ceremony of opening of the new sporting venue in Tambov - based on the technical university the pool under the name "Cheerfulness"^[4] opened^[4].

On November 28, 2011 - participated in the festive event devoted to Day of the worker of agriculture and processing industry^[5].

On January 17, 2012 - took part in a tab of the enterprises of Zelenaya dolina LLC in the village Borshchevy of the Michurinsk area. By 2015 this company will become the largest agroholding in Russia specializing in cultivation of organic potatoes and vegetable cultures^[6].

On January 28, 2013 - took part in a teleolimpiada "Clever men and clear heads" on Channel One^[7].

On March 6, 2013 - participated in a meeting about new technologies in greenhouse facility which passed under the chairmanship of the Russian Prime Minister Dmitry Medvedev in the Novgorod region. Made at a meeting the report "Vegetable growing of the protected soil in the Tambov region", in which lifted a number of problems relevant today^[8].

On March 14, 2013 - participated in a conversation on spiritual and moral education of youth which took place at a meeting of the Board of trustees on project implementation "Revival of spiritual and moral heritage in the conditions of the open social and educational environment". In an interview to journalists Oleg Betin noted that today more than 90 percent of pupils select Orthodoxy as an open classroom from schools of area: "It is very healthy as people study both history, and the culture of Orthodoxy. People are tied to the roots here, on Tambov region. I consider that it is very good result. Look, today in Tambov are engaged in construction of bell towers, recovery of temples". Upon termination of a meeting of the Board of trustees Alexander Beglov and Oleg Betin congratulated winners of the Second interregional tender on the best educational institution on formation of a system of spiritual and moral development and education of children and youth "The star of Bethlehem^[9].

On April 4, 2013 - met young winners of the regional epistolary tender "Letter to the Governor". Ten winners gained deserved diplomas and gifts from the governor's hands^[10].

2001 - The Russian Biographic institute and the management of Russian Orthodox Church in the Person of Year nomination it is called "The best governor of year".

2002 - The winner of the main business award of the country - the Russian national award "the Business Olympus. Darin".

March 12, 2003 - Fund of V.I Vernadsky it is awarded with the commemorative medal "For a Contribution to Sustainable Development" and the Diploma of the Russian Academy of Sciences as the head of dynamically developing region.

January 28, 2004 - The decree of the President of the Russian Federation for a big contribution to strengthening of the Russian statehood and long-term fair work it is awarded with an order "For Merit to the Fatherland" 4th Class.

2004 - became the winner of the All-Russian public award "Russian National Olympus", having won the "Social Regional Leader of Russia" nomination. In the State Kremlin Palace he was handed the personal award "For Honour and Valour" and the character of the highest public recognition - a figurine of Gold Olympe.

2007 - it is called the winner of the International award "Person of Year" in the Regional Leader nomination.

January 25, 2010 - The decree of the President of the Russian Federation for a big contribution to social and economic development of the region it is awarded with an order "For Merit to the Fatherland" 3rd Class.
