1994 - a zamestiteldirektor of the Nizhny Novgorod regional center of youth initiatives.

1995 - the inspector of legal department, and then the head of group of performance of resolutions on cases of customs offense of the Kostroma customs.

1999 - the adviser to the governor of Chukotka Autonomous Okrug.

On the deputy governor's post Kopin supervised questions of industrial and agricultural policy of Chukotka Autonomous Okrug (the industries, power, transport, communication, energy industry, constructions, architecture, housing and public utilities, the state technical supervision, agriculture, veterinary science, trade, food and fishery, protection of the surrounding environment).

Public activity

On February 12, 2010 - participated in the opening ceremony of Year of the teacher in the region[3].

On July 1, 2010 - took part in descent to water of the head power unit of floating nuclear power plant "Academician Lomonosov". The ceremony was held in St. Petersburg on JSC Baltic Shipyard with the assistance of the head of Rosatom state corporation[4].

On July 5, 2012 - took part in work of the international sports forum "Russia — the Sports Power" which opened in the city of Yakutsk, and signed the Agreement on cooperation and interaction in the field of development of physical culture and sport between the Ministry of Sport, Tourism and Youth Policy of the Russian Federation and the Government of Chukotka Autonomous Okrug. The governor Roman Kopin also participated in a meeting of State commission on social and economic development of the Far Eastern Federal District which was held in Vladivostok by the Russian Prime Minister Dmitry Medvedev[5].

On October 8, 2012 - Kulik-lopaten took part in opening of an exhibition ": the saved life" which eksploziya was provided in the Museum Center "Heritage of Chukotka". It is devoted to long-term work on rescue of the unique bird nesting in the territory of Chukotka Autonomous Okrug[6].

On April 16, 2013 - congratulated all participants of an annual traditional race on dogsleds Hope 529 kilometers long on the successful end of competitions[7].

On May 8, 2013 - the delegation headed by Roman Kopin took part in work of the second stage of the XII Congress of the United Russia Party which took place in Moscow[8].
